Shiyan City, Hubei Province, is the core water source area of the Danjiangkou Reservoir, the source of the middle route of the South-to-North Water Diversion Project, and shoulders the historical mission of protecting the security of national strategic water resources. The Si River, which originates in Maojian District, Shiyan City, is a first-class tributary of the Han River and one of the five reservoir rivers in Shiyan City, which flows through many places in Shiyan City and finally flows into the Danjiangkou Reservoir.
A recent interview by a Voice of China reporter found that at the junction of Maojian District and Danjiangkou City, Shiyan City, through which the Si River flows, some enterprises illegally discharge domestic sewage and production wastewater into the Si River, and there is also a boundary marker of Hubei Shiyan Sihe National Wetland Park next to a sewage outlet, which is only more than 10 kilometers away from the Danjiangkou reservoir area. From the scene, this clandestine practice has been going on for at least several months.

The reporter saw at the scene that under the Sihe Bridge stood the boundary marker of Hubei Shiyan Sihe National Wetland Park, and next to the boundary marker, there was a sewage outlet, with a visual diameter of about one meter. At this time, it was not raining, and the sewage flowing out of the sewage outlet was white and gray, and it was directly discharged into the Si River, and the sewage entering the river was in stark contrast to the river water.
Looking for the source along the sewage outlet, the reporter saw that on the hillside was an enterprise called Longtai Concrete, and the sewage flowed through the hillside precipitated a thick layer of white-gray mud, covering the green vegetation.
"Milky white, like the color of white mud. What I saw at that time was that after at least ten minutes, the entire river turned milky white, which was more serious. You see, it is obvious that the water contains solid impurities, and there should be cement slurry in it, and some of it will precipitate into this color. Local people told reporters.
In fact, as early as the end of December last year, people reported to the environmental protection department that two local concrete production enterprises illegally discharged pollution. According to the relevant videos and pictures obtained by the reporter, the local people photographed the sewage discharge site shockingly, the river through which the sewage flowed was full of white-gray sediment, and part of the Si River was dyed white. In February this year, the local environmental protection department replied to a report denying that one of the companies was not a production pollutant, saying that the other company was not a production pollutant: but when the company involved cleaned up the factory area, the water from the ground flushing wastewater and sedimentation tank renovation process of the factory site entered the rainwater pipe and flowed into the Si River on the other side of the road outside the factory area.

The reporter saw at the scene that there were many concrete enterprises along the Si River. One of them, Hui Hao Commercial Concrete, is discharging white-gray production wastewater from a sewage outlet near this company. A large amount of gray-white mud appears in the river through which the wastewater flows.
Local people told reporters: "There must be a problem, enterprises that make concrete, you see that this water is relatively turbid, and there are obvious traces flowing from the river." Last year, two kilometers downstream, it was also emitted by a concrete company, which should be the same as here, but it is definitely more serious than that. ”

The reporter looked down the sewage pipe outside the Hui Hao Commercial Concrete Factory, passed through the dense weeds, and found a dark pipe that was discharging black and odorous sewage, with a diameter of about 30 centimeters, hidden in the weeds, which was not easy to find.
The reporter saw that the sewage discharged here was very black, just like black ink, and a very pungent smell could be smelled at the scene, and these "black ink" were directly discharged into the Si River. Moreover, the reporter can also see a large amount of black sediment on the bank of the river, and the river water and black sewage are in sharp contrast here.
Villagers who live on the banks of the Si River told reporters that since the beginning of this year, they have repeatedly discovered illegal sewage discharge into the Si River by surrounding enterprises. Especially when I wake up in the morning, I often see the water of the Surihe River flowing in front of my door is obviously different from usual.
A villager told reporters: "The water in the river is so dirty, there must be a sewage outlet, if you want to catch it, you can catch it, you can see it when you look at the river in the morning, for example, it is discharged, the water in this river is very dirty and muddy." This water must have flowed to the Danjiang estuary (reservoir area). ”
Nearby villagers said that companies on the shore discharged sewage into the Si River for fear of detection, and often discharged intermittently and irregularly. The production and life of ordinary people have been greatly affected.
"It must be either at night or very early, like flash floods, it's yellow, and we use this water for irrigation, for example, to eat vegetables, to pump water from this river, no way." Nearby villagers said.
Just earlier this month, the Ministry of Ecology and Environment came to Shiyan, Hubei Province to investigate the ecological and environmental safety work in the water source area of the middle route of the South-to-North Water Diversion Project. Not long after the higher-level environmental protection department left, why did black and odorous sewage and production wastewater secretly discharge into the Si River?
The reporter called the environmental reporting hotline 12369 for the problems found. A local environmental protection department worker who rushed to the scene told reporters: "It stands to reason that the water in this industry is recycled, because it is meant to be used and there is no discharge." ”
The reporter saw at the scene that on April 4 and 20, relevant enterprises had discharged production sewage.
When the environmental protection department staff arrived at the scene, it happened to be raining. Regarding the surprise inspection by the environmental protection department, the person in charge of the relevant company denied it, saying that the company discharged rainwater instead of sewage.
"It's all rainwater, it's an outlet for draining rainwater. It rained this morning, and all our production water was precipitated and recycled. The person in charge said.
The company defended the rain, but according to the pictures and videos taken by reporters at different times, especially when it did not rain, it was clear whether it was rain or sewage.
According to the reporter's instructions, the staff of the environmental protection department went to the hidden pipe where the black and odorous sewage was discharged. The staff judged on the spot that the black and odorous water body should be domestic sewage. Closer to here is also a concrete enterprise called Danjiangkou Jianxin Building Materials Co., Ltd.

On the afternoon of April 4, the local environmental protection department reported to reporters that the problem of sewage from two factories near the Sihe sewage treatment plant entering the river was basically true. The two enterprises suspected of drainage, Shiyan Huihao New Building Materials Co., Ltd. and Shiyan Longtai New Building Materials Co., Ltd., are located in Liuliping Town, Danjiangkou City and Dongcheng Development Zone, Maojian District, respectively, engaged in the production, sales and operation of commercial concrete. At present, the two enterprises have been investigated and requested to be corrected immediately. On April 21, the two enterprises had partially stopped production and drainage behavior had stopped. But where exactly does the pungent black and smelly sewage come from? Why is it sneaked into the Si River? At press time, feedback from the local environmental protection department avoided the question and had not yet given a clear answer.
A number of interviewed experts told reporters that the direct discharge of domestic sewage and production wastewater into the Si River may have an impact on the river's water ecology.
Li Qin, a young researcher at the Development Research Institute of Fudan University who has long been concerned about the protection of water ecology in the river basin, told reporters: "These sewage is directly discharged into the river, and the nitrogen, phosphorus and acid-alkali inorganic salts in the water body will definitely increase, which is also a direct factor causing eutrophication and poor water quality." The first impact is microorganisms, algae and other aquatic plants, especially with the increase of temperature, may cause local algae outbreaks, which in turn affect the death of aquatic organisms such as fish, and will also cause some local water odor. In fact, the floodplain habitat on both sides of the river is very important for the protection of water ecology, some pollutants will cause river compaction and river siltation blockage, etc., and the wetland soil will also be affected. ”
Li Qin believes that combined with the characteristics and specific conditions of the Si River Basin, the Si River not only has point source pollution from urban domestic sewage and industrial enterprises, but also has the shortcomings of comprehensive treatment of non-point source pollution. Due to its proximity to the Danjiangkou Reservoir, whether the discharge of these pollutants will have an impact on the reservoir area needs to be further evaluated.
Ding Yanlin, director of the Environmental Law and Policy Research Center of Northwest University of Political Science and Law, told Voice of China that from the reporter's interview, illegal sewage discharge involves two types of water bodies, one is domestic sewage and the other is production wastewater.
"One suspected is domestic sewage, black smelly and black; The place that turns white should be a kind of wastewater produced in the production process of the enterprise, which may be produced by cleaning its tanker and directly discharged to the rainwater pipe network, because the wastewater of this kind of enterprise is not discharged. Many of the sewage outlets we see now are supposed to be stolen through stormwater networks. Ding Yanlin said.
According to Article 83 of the Law of the People's Republic of China on the Prevention and Control of Water Pollution, anyone who uses seepage wells, seepage pits, fissures or karst caverns, sets up hidden pipes privately, tampers with or falsifies monitoring data, or does not operate water pollution prevention and control facilities normally to evade supervision shall be ordered by the competent department of environmental protection of the people's government at or above the county level to make corrections or order production restrictions or suspension of production for rectification, and impose a fine of between <>,<> and <>,<>,<> RMB; where the circumstances are serious, it shall be reported to the people's government with the power of approval and ordered to suspend or close down.
In addition, the Environmental Protection Law of the People's Republic of China contains similar provisions, under which the competent department of environmental protection of the people's government at or above the county level or other relevant departments shall transfer the case to the public security organ, and the person in charge and other persons directly responsible for it shall be detained for not less than 10 days but not more than 15 days; where the circumstances are less serious, they shall be detained for not less than 5 days but not more than 10 days.
Ding Yanlin said that the relevant companies are suspected of stealing sewage through hidden pipes or evading supervision. "China's water pollution prevention and control law prohibits discharge through hidden pipes or by evading supervision, because at that time, it was approved for environmental impact assessment, and it stipulated that it would not be discharged, which actually changed the way pollutants are discharged and where they are discharged." Immediate managers and principal responsible persons should be detained and, in accordance with the provisions of the Water Pollution Prevention and Control Law, should be fined between 100,000 and 1,000,000 yuan. ”
