On February 27, the Ministry of Ecology and Environment announced that the First Central Ecological and Environmental Protection Inspection Team would provide feedback on the inspection situation to Fujian Province.

  On January 30, 2024, the 2nd meeting of the 20th Central Ecological Environmental Protection Inspection Leading Group reviewed and approved the inspection report.

With the approval of the Party Central Committee and the State Council, the inspection team provided feedback to the Fujian Provincial Party Committee and Provincial Government on February 27, 2024.

We have solidly advanced two rounds of inspections and rectifications and solved a large number of prominent ecological and environmental problems. We have achieved remarkable results in the treatment of urban and rural domestic sewage in Xiamen and the restoration and protection of the coastline of Pingtan Island.

  Innovate and improve ecological civilization systems and mechanisms.

39 reform measures, including the River and Lake Chief System + River and Lake Judicial Cooperation, were promoted nationwide, and the "Changting Experience" was selected as a typical case of ecological restoration at the 15th Conference of the Parties to the United Nations Convention on Biological Diversity.

Mechanism innovations such as ecological compensation and forest rights reform were carried out, and reform experiences such as forest reform in Wuping, Longyan, "Forest Ecological Bank" in Nanping, "Land Tickets" in Zhangzhou, and inclusive finance in Sanming's "Minlintong" were promoted.

  Actively implement the concept of green development.

Form a “one map” of land and space planning for the entire province, and strictly implement ecological and environmental zoning control.

Vigorously develop "ecological +" industries such as digital economy and marine economy. The added value of the digital economy will account for about half of the total GDP in 2022. Xiamen leads modern industries with high technology, and Quanzhou innovates and develops "Jinjiang Experience".

The province's energy consumption intensity per unit of GDP in 2022 will decrease by 9% compared with 2018.

  We will intensify our efforts to prevent and control pollution.

Implementing ultra-low emission transformation in key industries, the average concentration of fine particulate matter in the province will be 20 micrograms/cubic meter in 2023.

Implement an integrated protection and restoration project for mountains, rivers, forests, fields, lakes and grasslands in the Minjiang and Jiulong river basins.

Accelerate the upgrading and transformation of traditional marine aquaculture, and vigorously promote coastal Spartina alterniflora eradication and mangrove planting.

Fuzhou continues to promote the ecological protection and restoration of the Minjiang River estuary wetland.

  Fujian Province attaches great importance to this inspection work, supervises and makes changes at the same time, and implements and implements changes immediately, which solves the ecological and environmental problems around a group of people.

As of the end of December 2023, 4,208 of the 5,575 mass-reported issues assigned by the inspection team have been resolved or resolved in stages, 1,038 companies have been ordered to make rectifications, 622 companies have been filed for punishment, 15 cases have been opened for investigation, 28 people have been interviewed, and 47 people have been held accountable.

  The inspector pointed out that Fujian's ecological environment protection has achieved remarkable results, but in line with the Party Central Committee's decision-making and deployment to promote the construction of a beautiful China, as well as the people's new expectations for a beautiful ecological environment, the work still needs to be further intensified, and outstanding problems in some areas need to be solved urgently.

  First, there is a gap between coordinating high-quality development and high-level protection.

Some cadres are blindly optimistic about the quality of the environment and lack a clear understanding of the ecological and environmental issues in their region and industry; some localities and departments are not strong enough to implement new development concepts, and their ecological and environmental protection responsibilities are not fully implemented, and there is still a gap between coordinated development and protection. .

  The “two highs” project was launched blindly.

A 130-ton dephosphorization converter of Fuzhou Dadonghai Company was supposed to be used for dephosphorization pretreatment in steelmaking, but it was used in steelmaking in violation of regulations, increasing steel production capacity by 1.43 million tons.

Fuzhou Xinfuxing Glass and Ruibo Glass Co., Ltd. have not completed capacity replacement and built 1,000 tons/day and 600 tons/day float glass production lines respectively in violation of regulations.

Longyan Yongding District illegally added 1,000 tons/day of cement clinker production capacity.

Some caustic soda projects in Fuzhou Jiangyin Port City Economic Zone have not implemented equal or reduced replacement requirements.

  The layout problem of chemical industry park is outstanding.

Some chemical industry parks in Nanping, Sanming and Longyan cities in the upper reaches of the Minjiang River and Jiulong River basins have illegal construction along the river, and environmental violations are more prominent.

There are 13 parks in the three cities that did not meet the land use requirements when they were certified, and some permanent basic farmland was included in the park scope; some enterprises in Sanming City illegally built and operated hydrogen fluoride and precipitation silica production lines that were not in compliance with industrial policies, and some chemical industry parks and Enterprises illegally discharge sewage through rainwater outlets.

  Some industries are not fully transformed and upgraded, and pollution prevention and control are not in place.

Many ship dismantling companies at the Saijiang estuary in Fu'an City, Ningde, use beach washing and ship dismantling technology that is expressly prohibited by the state, and the wastewater is discharged directly into the tidal flats along the river.

Most shipbuilding and shipbuilding companies are not equipped with pollution prevention and control facilities, and exhaust gases are discharged directly.

Of the 32 companies in the building ceramics industry in Minqing County, Fuzhou that completed the "coal-to-gas" transition in 2017, 31 switched back to gas generators and did not build phenol-containing wastewater collection and treatment devices. The volatilization of phenol in the downstream Meixi section exceeded the standard.

  Some places do not coordinate the development and protection of forest resources enough.

Deforestation to create land and plant tea often occurs in Ningde, Longyan and other places, and some projects encroach on national ecological public welfare forests.

Some coastal protective forests, especially the backbone forest belts, have been illegally occupied or destroyed. Since 2018, there have been 408 related problem patches in the province, covering an area of ​​2,200 acres.

Zhangpu County, Zhangzhou City illegally occupied the coastal protective forest to build tourist facilities; Longhai City was approved to use the forest in the name of the Marine Sports Center, involving 365 acres of coastal protective forest land, and actually built hotels, commercial buildings and multiple high-rise and courtyard buildings.

  Second, the issue of marine ecological environment protection is still prominent.

The proportion of good seawater in Sanduao Bay dropped from 19.8% in 2021 to 6.1% in 2023, and the proportion of seawater inferior to Category 4 increased from 54.1% in 2021 to 65.6% in 2023.

The collection and treatment of domestic sewage in the central urban area of ​​Ningde and Fu'an City are not in place. The centralized sewage collection rates in 2022 are only 32.8% and 49.2%, respectively. A large amount of domestic sewage flows into Sanduao.

There is no effective treatment of domestic sewage in many towns and villages along the Sandu'ao coast.

Nitrogen and phosphorus in some rivers entering the sea are on the rise, and 47 of the 366 ditches entering the sea are still inferior to Category V.

Unplanned breeding and unlicensed breeding still exist in Sanduao sea area, and 78% of the breeding operations have not obtained sea area use rights certificates in accordance with the law.

  Problems of illegal reclamation and sea use still exist.

In some places, problems left over from the history of reclamation have not been properly handled and rectified, and the work has been lax and unreliable.

Some counties and districts in Zhangzhou have failed to implement disposal requirements, and the clean-up projects have not been cleared in place, and some are still continuing to reclaim the sea.

Since 2020, many sea areas in Ningde City have been illegally reclaimed or enclosed, totaling 228 acres, of which 52.5 acres are within the marine ecological protection red line.

  Maritime aquaculture pollution control needs to be strengthened urgently.

There are dense water-lifting marine aquaculture farms along the Jiangjun Bay in Zhangpu County, Zhangzhou. A large amount of aquaculture tailwater is discharged directly into the sea through streams, forming a black pollution zone on the sea surface. Chemical oxygen demand, inorganic nitrogen, etc. Wait until the exceedance is serious.

Aquaculture still exists in sea areas with important ecological functions such as the prohibited breeding area of ​​the Nanxi Estuary Special Utilization Zone in Longhai District, the core area of ​​the Jiulong River Estuary Wetland Nature Reserve, and the first-level protected area of ​​the Pingtan Haitan National Scenic Area.

  The protection and supervision of uninhabited islands are weak, illegal development and utilization problems are prominent, and the island ecology has been destroyed.

Zhangzhou Zhao'an County and Fuzhou Changle District developed Chengzhou Island and other islands without approval; during the construction of the dike project in the Pingtan Comprehensive Experimental Zone, Hongchai Wengjiao and Nan'aozai Island were connected to the islands with seawalls in violation of regulations, and Dongjia Island and other islands were developed due to tourism The activities have had a great impact on the original ecological environment; uninhabited islands such as Dajie Island, Benlian Island, and Chazaitou Island have been illegally occupied.

  Third, there are shortcomings in water pollution prevention and water environment protection.

The shortcomings of urban water environment infrastructure are prominent.

Some places have failed to implement the requirements for improving the quality and efficiency of sewage treatment, and sewage has been discharged directly, leaked and overflowed for a long time.

Quanzhou City’s pipe network investigation and rectification work lagged behind. By the time of inspection, only 0.8% of the problem points in the pipe network had been repaired.

A large amount of domestic sewage in Licheng District and Fengze District is directly discharged into 70 inland rivers through more than 500 drainage outlets; 11 of the 17 inflow rivers along the Jinjiang River in the two urban districts have water quality worse than Class V, and some sewage is discharged through embankments. The water discharges directly into the Jinjiang River, causing the water quality in the Jippu section to fail to meet stable standards.

The construction and renovation of the sewage pipe network in Longyan City is not in place, and a large amount of sewage flows into the river during the rainy season; the local area has long used the Zhanglong Railway rainwater ditch as a sewage interception ditch to collect domestic sewage in multiple residential areas, forming a black and smelly ditch about 2 kilometers long; Iron The expansion project of Shanshan Sewage Treatment Plant is progressing slowly, and a large amount of domestic sewage has been overflowing into the Longjin River for a long time.

Of the 8 "One Factory, One Policy" projects in Yanping District, Nanping City, which should be completed in 2021, 6 had not yet started construction at the time of the inspection; many sewage outlets into the river in Jianyang District were not properly rectified, and domestic sewage entered the surrounding rivers through the rainwater outlets. .

In some cities, there are still multiple direct and mixed discharge problems of sewage.

  Pollution control from livestock, poultry and freshwater breeding needs to be strengthened.

Due to insufficient utilization of manure resources, since 2022, seven nationally controlled sections in Sanming and other cities have been reported to have high pollution intensity during the flood season.

In some places in Quanzhou City, the basic data on manure resource utilization has been fraudulently reported.

Some eel breeding companies in Fuzhou, Sanming and other places have improper operation of pollution control facilities and excessive discharge. In 2023, the province monitored 728 eel farms, and 144 eel farms exceeded the standard.

Freshwater cage culture affects the water quality of the Shuikou Reservoir of the Minjiang River.

  Fourth, outstanding problems in some areas need to be resolved urgently.

The ecological restoration problems in some mines are quite prominent.

There are currently 2,406 abandoned mine sites in Quanzhou City, covering an area of ​​more than 60,000 acres. Ecological restoration progress lags behind, and illegal mining problems are prominent.

The "ecological restoration and management projects" of two mines in Hui'an County, Quanzhou were not actually constructed as required. They were only mined but not repaired, and the mining area nearly doubled.

Hui'an County also illegally handed over the mineral resources generated by the project to the company for self-sale through agreement disposal; Nan'an City illegally mined facing stones in the name of land leveling, and illegally mined nearly 1 million cubic meters of stone in some areas of Jilongshan alone, crossing the border. 4.3 acres were mined; there was no substantial progress in the ecological restoration project of Caizaishan in Nan'an City. On the eve of the inspector's arrival, trees were planted and turf was laid.

  The protection of ecologically sensitive areas is insufficient.

Longyan Wuping County has illegally carried out tourism activities in the core area and buffer zone of Liangyeshan Nature Reserve, and built wooden plank roads, viewing platforms and other facilities in the core area.

The Pinghai Beach Rock and Sand Dune Rock Nature Reserve in Xiuyu District, Putian has not prepared a protection plan as required, and there are 128 artificial facilities in the reserve.

The Minjiang River channel and shoreline have been illegally occupied.

Fuzhou Sanshun Stone Company dumped nearly 100,000 cubic meters of debris into the Minjiang River, seriously damaging the river ecology.

Some illegal small hydropower stations located in the core area or buffer zone of the nature reserve in Longyan failed to exit as required.

  The inspection requires that the Fujian Provincial Party Committee and the Provincial Government must resolutely shoulder the political responsibility for ecological civilization construction and ecological environment protection, and effectively support high-quality development with a high-quality ecological environment.

Comprehensively improve the construction level of "Fresh Fujian", strengthen the ecological protection of the river basin, resolutely prevent and control risks and hazards in chemical industrial parks in the upper reaches of the river basin, step up the protection and restoration of marine ecology, fight the battle to improve the water quality of key bays, intensify the construction of environmental infrastructure, accelerate industry, energy , optimize and adjust the transportation structure, and deepen the reform and innovation of ecological civilization systems and mechanisms.

Efforts will be made to carefully investigate and deal with ecological and environmental petitions and complaints from the masses, and strive to solve outstanding problems "at the doorstep" of the people.

Regarding the issue of dereliction of duty and dereliction of responsibility, relevant departments must be instructed to conduct further in-depth investigations, clarify responsibilities, and conduct serious, precise and effective accountability.

If it is necessary to carry out ecological environmental damage compensation or to initiate public interest litigation, it shall be handled in accordance with relevant regulations.

  The inspector emphasized that the Fujian Provincial Party Committee and the Provincial Government should promptly study and formulate a rectification plan based on the inspection report and the requirements of the "Central Ecological Environmental Protection Inspection and Rectification Work Methods" and submit it to the Party Central Committee and the State Council within 45 working days.

The rectification plan and rectification situation must be disclosed to the public in accordance with relevant regulations.
