Carefully guard the "three safety"

After the middle line of the South-to-North Water Diversion Project was opened in 2014, the company continued to be responsible for the operation and management of the middle line water source project to effectively maintain the safety of the South-to-North Water Diversion Project, water supply safety, and water quality safety (hereinafter referred to as the "three safeties"), and to ensure that a pool of clean water can continue to flow northward. Provide strong protection and become a "water steward" who strictly controls the "source".

  In late September 2023, the Danjiangkou Reservoir started to store water in advance for the end of the flood season in accordance with the approved plan. However, the successive autumn rains caused the Han River's No. 1 and No. 2 floods of 2023 to occur one after another. The maximum inflow into the reservoir reached 16,400 cubic meters per day. Seconds, the autumn flood warning was sounded in the Han River Basin.

  On October 12, the water level of the Danjiangkou Reservoir successfully reached the normal storage level of 170 meters. This is the second time that the reservoir dam has been fully charged since the heightening was completed in 2013.

At this point, the Danjiangkou Reservoir has achieved the "double victory" of autumn flood prevention and post-flood water storage in the Han River in 2023, laying a solid foundation for ensuring the middle line of the South-to-North Water Diversion Project and the water supply security in the middle and lower reaches of the Han River.

  It is understood that so far, the South-to-North Water Diversion Middle Route Project has achieved "zero accidents" for more than 4,500 days, exceeding the 2022-2023 annual water dispatch plan, and the water quality in the reservoir area continues to be stable and improving. The water quality at the Taocha canal head section is in line with I- Class II water quality standard.

Collaboration between government and enterprises to protect and manage

  As a fully open drinking water source reservoir, Danjiangkou Reservoir has a water area of ​​1,050 square kilometers and more than 4,000 kilometers of shoreline. The reservoir area includes Xichuan County in Henan Province, Yunxi County in Hubei Province, Danjiangkou City, Zhangwan District, and Wudang. There are 6 counties (cities and districts) in Shan District and Yunyang District.

  In order to solve the management problems of the reservoir area and eliminate hidden risks, the Zhongline Water Source Company explored and launched a pilot project for collaborative management of government and enterprises in the Danjiangkou Reservoir after many on-site surveys.

From March 2021 to September 2022, the company has successively signed a pilot work agreement for collaborative management of the Danjiangkou Reservoir Area with the People's Government of Kusuliu County (City, District), achieving full coverage of the pilot work for government-enterprise collaborative management in the Danjiangkou Reservoir Area.

  According to reports, the company leverages its advantages in patrolling technology in the reservoir area, while the local government in the reservoir region leverages the advantages of relevant county departments and townships in territorial management and administrative law enforcement, forming a "county-township-village" system under the framework of the river chief system. The grid-based government-enterprise collaborative management mechanism allows both government and enterprise to jointly manage and protect the Danjiangkou reservoir area.

  Among them, "gridization" is an important measure for collaborative management of the Danjiangkou reservoir area.

Relying on the river and lake chief system, the Danjiangkou Reservoir area is divided into several "grids" based on administrative territorial management. Each grid is assigned dedicated personnel to give full play to the role of collaborative and co-management.

At present, the Zhongxian Water Source Company has completed the collection and verification of information from six counties (cities and districts), 41 towns, 380 administrative villages, and more than 600 grid management personnel in the reservoir area, and entered it into the reservoir area inspection APP, Danjiangkou Reservoir Area A three-dimensional picture of the real scene and compiled into a book.

  In addition, Kuzhou Liuzhou County (city, district) has done a lot of work in the management of water flow areas, water shoreline protection, and water resources protection in the reservoir area.

Among them, Danjiangkou City issued the "Implementation Plan for Ten Major Actions to Defend Blue Skies and Clear Waters", established the Danjiangkou Reservoir Water Quality Safety Guarantee Command Center, and fully implemented the ban on farming in the watershed area; Yunyang District stepped up efforts to clean up floating objects in the Si River Basin and algae control efforts, the water quality of the Si River has been significantly improved; Xichuan County has established a water quality protection operation office, mobilized more than 2,400 water guards, and carried out regular environmental sanitation cleaning work in the reservoir area; Zhangwan District has implemented physical isolation around the reservoir to guide the public to Livestock and poultry manure is collected, transported and returned to the fields, reducing the use of chemical fertilizers, controlling agricultural non-point source pollution, and protecting water quality in the reservoir area; the Wudang Mountain Special Zone has launched ecological restoration of ecologically sensitive zones around the reservoir, management of branch ditches in the Jianhe River Basin, and domestic sewage treatment of 52 B&Bs and other projects.

  The Han River Basin is an important water source for the South-to-North Water Diversion Middle Route Project. It is of great significance in assisting the construction of the national water network, promoting regional coordinated development, and promoting high-quality regional economic and social development.

  In this regard, the Middle Line Water Source Company adheres to the main line of fulfilling the responsibilities of operation and management of the middle line water source, strives to improve project operation management and corporate operation and management capabilities, and maintains the "three security" working ideas. It systematically implements the digital twin middle line water source project and the middle line water source of the South-to-North Water Diversion Project. Research on major scientific and technological issues in project operation and management, capacity building planning and other development strategies, solidly promote the construction of the digital twin Danjiangkou project, comprehensively improve the level of project operation and management, prevent and control enterprise operation and management risks throughout the process, and make every effort to ensure "sustainable transportation of clean water to the north" ".

At the same time, there are problems such as the total phosphorus concentration rising in some periods of the reservoir, "algae blooms" occurring from time to time in local waters such as the reservoir bay, and the long-term mechanism for ecological protection compensation in water source areas to be established and improved.

Relevant experts pointed out that it is necessary to follow the working ideas of "coordinated river basins, unified management of water and land, and coordinated unification" to study, formulate and issue special laws and regulations as soon as possible that match the water sources of the middle line of the South-to-North Water Diversion Project; promote the establishment of specialized river basin management agencies to fully implement the Danjiangkou Reservoir and Unified planning, unified governance, unified dispatch, and unified management responsibilities for the upper reaches of the Han River; accelerate research and establishment of a basin ecological protection compensation mechanism for the management of the reservoir area and the upper reaches of the Han River; improve the water price structure of the middle-line water source project; and carry out activities for the Danjiangkou Reservoir area and local governments in the reservoir area.
