China News Service, Beijing, August 24 (Reporter Liu Yuying) The Ministry of Industry and Information Technology of China, the State Administration for Market Regulation, and the National Energy Administration jointly issued a notice recently to deploy and promote the coordinated development of the photovoltaic industry chain and supply chain, and proposed to strengthen cross-border cooperation. The departments jointly enforce the law and severely crack down on illegal activities such as price gouging, monopoly, production and sale of fake and shoddy products in the photovoltaic industry.

  According to the official website of the Ministry of Industry and Information Technology on the 24th, recently, the photovoltaic industry has experienced periodic supply and demand mismatches, severe price fluctuations in some supply chains, hoarding and other signs in individual links, and fragmented markets and regional closures in some places. Industry management, and guide the collaborative innovation of the industrial chain and supply chain.

  The notice stated that it is necessary to coordinate development and safety, strengthen the guidance of norms and standards, reasonably guide the pace of upstream and downstream construction expansion according to the development characteristics of each link of the industrial chain, optimize the layout of industrial regions, and avoid industrial convergence, vicious competition and market monopoly.

  The notice proposes that, in order to promote peak shaving and valley filling and the stability of the industrial chain, relevant enterprises and public trading institutions are encouraged to reasonably carry out material reserves such as polysilicon and batteries, and hoarding is strictly prohibited; Transformer, photovoltaic glass and other enterprises, module manufacturing and power generation investment, power station construction enterprises in-depth cooperation, and establish a long-term cooperation mechanism.

  The photovoltaic industry chain can be roughly divided into polysilicon, silicon wafers, cells, modules and other links.

Since the beginning of this year, the price of polysilicon has continued to rise. According to the price of solar-grade polysilicon announced by the Silicon Industry Branch of the China Nonferrous Metals Industry Association, from the beginning of this year to August 24, the price remained flat for only three weeks, and the rest all rose.

  The notice requires that the reserve of new projects such as polysilicon should be strengthened, the formalities should be coordinated, and the release of production capacity and the orderly expansion of production should be steadily accelerated according to downstream demand.
