Editor's note

Recently, the National Development and Reform Commission and relevant departments have studied and drafted the "Announcement on Preventing and Reducing Catering Waste (Draft for Comments)", which proposes a series of measures from eight aspects to promote the implementation of anti-catering waste, including strict and clear pricing, the implementation of clear scalars, the reduction of banquet catering waste, and the improvement of the dining evaluation system, which has aroused widespread concern in the society.

Public information shows that China's catering industry food waste is serious, urban catering alone annual food waste of 170 billion kilograms to 180 billion kilograms, this does not include the food waste in the diet of residents. After the banquet, a large number of leftovers were thrown away, online food orders were thrown away directly if they were not on the right board, and anchors made "dark dishes" to get traffic... Waste of all kinds is endless.

Cangxi is solid, the world is safe. On the occasion of the second anniversary of the implementation of the Anti-Food Waste Law of the People's Republic of China, the Jingwei Edition of the Rule of Law launched a special column entitled "Rectifying Food and Beverage Waste in accordance with the Law", and launched a series of investigative reports to expose waste on the tip of the tongue, in order to promote the formation of a social trend of "practicing economy and opposing waste". Stay tuned.

"How many packs of sauce do you want to see I put in? Although I mention that no matter how many packets I put in, I will eat them all. Recently, in order to bring goods to turkey noodles, a female anchor on a short video platform soaked 5 dough cakes at once and kept adding sauce packets to it like "out of control". Usually a whole bag of unbearable spicy sauce, the anchor added 30 bags in a row, followed by a large spoonful of chili oil and 6 omelettes.

"This ordinary person can't eat, not to mention you have to eat 5 servings." I don't think you can. A male anchor in the video said defiantly.

"You see if I can 'build' it all!" The female anchor shouted. But when it came to the real "eating" link, the female anchor only ate 2 omelettes and a few bites of noodles, and the video ended in a hurry.

In the comments, some netizens questioned: 1 package of sauce is enough spicy noodles, she put so many bags, it is impossible to eat, isn't it a waste of food?!

Similar live broadcasts or short videos are not uncommon on video platforms at present. After watching more than 30 related live broadcasts and more than 200 short videos recently, the reporter of "Rule of Law Daily" found that most of these videos attracted netizens to click into and continue to watch in an exaggerated way, but often at the end of the live broadcast, there will be a table full of dishes, many dishes are even almost untouched, and some are only eaten. There are also some anchors who are "ingenious", they choose to cook by themselves, but they put their minds on absurd and weird cooking methods, no matter how the dish tastes and whether it can be eaten, as long as it is enough to attract people's attention to get traffic, the purpose is achieved.

How much waste is there in mukbang videos, and how to regulate this problem? The reporter conducted an investigation and interview.

The food broadcast shop is seriously wasteful

A table of dishes without a few bites

The reporter found on a number of short video platforms that many anchors called "visiting shops" in order to attract traffic. In these videos, the anchor enjoys a table full of food, which is not only full of color and aroma, but also has a very considerable amount of dishes. Many users left messages in the comment area: "Can you finish so many dishes?" "I want to try such a large amount of food."

"Zhang Xixi" is a shop-exploring blogger. In the videos she postes, she can often be seen visiting restaurants with heavy oil and taste.

In one video, she visited a restaurant where the owner made it clear that their peppers were very spicy, and repeatedly discouraged the anchor from adding chili peppers to the dish. But she turned a deaf ear and told her boss that she was very spicy and wanted to eat the spiciest one.

After purchasing a large amount of food, a pot of red and bold vegetables was served, covered with a thick layer of chili oil and chili noodles, and the dishes below could not be seen. During the meal, the anchor kept holding a bowl of rice in his hand. Every time he eats the steamed vegetables, the streamer will first "grease" the rice in the bowl before putting it in his mouth.

At the end of the video, the rice appears a thick layer of oil, which has changed color to red. Until the end, the anchor did not touch the bowl of rice much.

After seeing this video, netizens questioned one after another, believing that the anchor used rice to suck chili oil, and did not eat rice, and there was a lot of food left, which was a complete waste of food. "Can't eat spicy, let's be realistic, why pretend to be spicy?" "Look at that bowl of rice, it's red, it's all oil, and it's changed color. Can you eat such rice? ”

The phenomenon of food waste has long been common. Earlier, the anchors "Sun Gouzi and Liu Laohu" mistakenly posted an unedited food broadcast video: eating fritters only chewed but not swallowing, chewing them into a bowl after chewing. This behavior once caused heated discussions among netizens.

Many "big stomach king" anchors have previously used repeated "spitting" and "eating" methods to eliminate a large table of food, and then cut off the "vomit" part, and finally edited into a "big stomach king" food broadcast video.

Food broadcast blogger "Anzi" revealed to reporters that in addition to relying on editing, anchors must also master chewing skills. He picked up an egg to demonstrate, only to see him stuff the egg directly into his mouth, chewing it non-stop, looking like he was enjoying the food, and after more than ten seconds, he swallowed it in his throat, and then picked up another egg and stuffed it into his mouth, seemingly eating it happily.

"Do you think I swallowed?" Anko opened his mouth, and the egg that the reporter thought he swallowed was hidden under his tongue. Anko said that such a food broadcast skill requires a long time to practice, otherwise it is easy to vomit, and with post-editing, a table of dishes can be quickly swept away.

"Anzi" made a video of the food broadcasting skills and uploaded it to the short video platform, and soon received tens of thousands of likes. In the comment area, some viewers left messages: "It turns out that the food broadcast is like this" and "Isn't fake eating also a waste of food?" ”

Some insiders told reporters that there were many "big stomach kings" in the past, and the anchor put all the dishes on the table, eager to build a hill and gobble it up. Now the official ban on extravagance and waste, the "big stomach kings" have changed to exploring shops, one after another on a table of dishes, in fact, many anchors did not eat a few bites, waste still exists in large quantities.

Zhang Ming (pseudonym) from Tianjin is a catering operator who has received many anchors to visit the store. He told reporters that the experts of the store come to the store to eat in order to shoot videos, not really to eat, every time after shooting a video, often the dishes have long been cold, and it is very common to throw them out.

Mr. Sun from Changsha, Hunan Province, feels the same way. Mr. Sun, a restaurant owner with rave reviews on third-party platforms, often visited by shop-visiting anchors, sometimes as a team or sometimes individually, almost all of whom would order most of the dishes on the menu and wait until they were served.

"The anchor evaluates, the same dish is eaten one or two, and in the end there are very few taken away, often wasting a table of dishes." Mr. Sun said with a heartache, "In order to promote and promote, big anchors come to visit the store, and we are all free of charge."

A netizen called "Meat Meat" posted a complaint that he was eating in a restaurant, and the next table was a team of shop explorers, with lighting, cameras and other equipment. The flashing lights did not stop during the serving period, and the anchor commented on the dishes one by one, symbolically moving the chopsticks. It wasn't until the team left that she found that a table of grilled meat and side dishes was basically not moving, and all of them were wasted.

When it comes to waste, the shop-exploring blogger "Month" has its own "bitterness". She told reporters that she was arranged to visit five or six stores every day, each of which had to evaluate special dishes or set menus, often a person facing a large table of dishes, "time is particularly tight, and I have to rush the next one, and I have a limited amount of food, I really can't eat so much, sometimes I get up in the middle of the night and vomit." ”

"Some stores don't let streamers take food away because they provide it for free." When asked why he didn't pack food, "Moon" replied.

The Beijing Consumers Association has issued a reminder that in the process of providing online performances and audio-visual program services, online anchors must not extravagantly waste food, display fake eating, overeating or other content that is easy to cause bad food consumption and food waste demonstration, which is suspected of violating the Anti-Food Waste Law.

Alternative food broadcast Bo eyeballs

Spoiling food corrupts the atmosphere

Braised prawns in oil, prawns in eggplant sauce, prawns with salt and pepper... There are many ways to make prawns a delicacy. On the short video platform, the reporter saw such a video, the female anchor fried prawns with melon seed shells and peanut shells.

This is a video released by the anchor named "Hua Hua (Potato House)" on April 4, and the "maid" played by the female anchor enters the screen in a strange costume: "Eh, come back young master, what do you want to eat tonight?" ”

"Something different." The male anchor replied.

Immediately afterwards, the video enters the production of "dark cuisine". I saw the female anchor open a bag of melon seeds, accompanied by the text "prepare ingredients", she began to suck melon seeds, but did not collect the melon seeds, but put the melon seed shell on the plate; Then, another pack of peanut shells was collected.

After boiling the oil, the female anchor put in the peanut shell and melon seed shell in turn. "Now let's add soy sauce and prawns!" Accompanied by music, the female anchor put the prawns into the pot.

The prawns out of the pot were placed on the dinner plate, and the layer of black substance covered on it made netizens cry terrible. Whether the anchor ate this plate of prawns or not, there is no explanation in the hastily ended video. But there are many comments in the comments, such as "originally good shrimp, who would want to eat it after such a toss", "pour appetite, waste food" and other comments.

In addition, the anchor also made "dark dishes" such as lobster with sauce with mud, banana dragon fruit with soy sauce, and turkey noodles cooked in soy sauce.

The reporter noticed that there are many anchors who rely on making "dark dishes" to attract attention and attract traffic like this.

In an April 4 video posted by anchor "Danjura Baby," he pours a plate of chili noodles into a pot of strawberries and pours a lot of soy sauce and vinegar, calling it a new "fruit salad." Subsequently, the anchor poured two cups of milk tea of different brands together and added a can of lemon tea.

Just when everyone thought that this dish was about to end, the anchor actually scooped a large spoonful of tempeh hot sauce and put it in the bowl. Many netizens exclaimed: "Can you drink milk tea mixed with tempeh hot sauce" and "disrespect for food is really infuriating"...

These alternative, curious food broadcasts also have many fans on various short video platforms, and some people left messages saying "it looks good, ready to try it". But many more are disgusted by it. Some netizens believe that this bizarre and exaggerated behavior itself is disrespectful to food and is an obvious waste of food; Some netizens bluntly said that this kind of eye-catching behavior not only wasted food, but also played a wrong demonstration role and polluted the Internet atmosphere.

There are also so-called food bloggers who post various challenge videos. For example, in "Challenge Piping Hot", the anchor sends piping hot food into his mouth, hots and gasps, and has to endure the facial expression from changing, and some food falls to the ground.

Some netizens bluntly said that using this kind of self-masochistic eating behavior to attract traffic is not worth the loss, not only eating unpleasantly, wasting food, but also harming the body.

Malformed video orientation is poor

Strengthen supervision of violators to take down shelves

According to Meng Qiang, a professor at the Law School of Beijing Institute of Technology, in order to achieve the effect of the video, the video author ordered a large number of dishes but "tasted them and wasted them in vain", or the anchor caused food waste with absurd and bizarre cooking methods and deformed eating broadcasts, all of which failed to make reasonable use in accordance with the function of the ingredients, which is undoubtedly food waste and violates the Civil Code and the Anti-Food Waste Law.

"After these behaviors are disseminated by the short video platform, they may attract a large number of Internet users to watch, and then may convey to the public a wrong concept of 'you can waste food', 'waste food is cool' and 'waste food is fun', which is contrary to China's advocacy of civilized, healthy, resource-saving, environmentally protected consumption methods and simple and moderate, green and low-carbon lifestyles, and may also cause long-term adverse effects on minors whose values are in the formative period, and is not conducive to the dissemination of correct consumption concepts and values at the social level." It is not conducive to the physical and mental health of minors. Meng Qiang said.

He believes that when short video anchors have a tendency to overorder food and waste food in restaurants, restaurants have the responsibility to give appropriate reminders to guide them to order the right amount of food on demand, and cannot waste food in order to make short videos and promote the restaurant.

"Anchors who make their own dishes and record videos should also follow the relevant provisions of the Anti-Food Waste Law, establish a civilized, healthy, rational and green consumption concept, and should also cultivate good habits of scientific health, making the best use of materials and preventing waste in family life, and purchase, store and make food according to the actual needs of daily life." Meng Qiang said.

The Anti-Food Waste Law stipulates that news media must not produce, publish, or disseminate programs or audio and video information that promote food waste such as eating too much or overeating, and where online audio and video service providers discover that users have violated the provisions of the preceding paragraph, they shall immediately stop transmitting relevant information; where the circumstances are serious, the provision of information services shall be stopped.

Based on this, Meng Qiang proposed that short video platforms should properly review programs involving food broadcasts, and if it is found that there is a large amount of waste of food in the form of food broadcasting, dish making, etc., the relevant video producers should be reminded to rectify and remind, or the videos that are obviously illegal should be removed from the shelves. If the online platform does not review or supervise, resulting in a large number of videos on the platform advocating overeating and other wasted food, the internet information department shall order it to make corrections in accordance with law, give it a warning, refuse to make corrections, or if the circumstances are serious, impose a fine, and may order the suspension of relevant operations, suspend business for rectification, and pursue legal responsibility for the directly responsible managers and other directly responsible personnel in accordance with law.

Zhao Zhanzhan of Beijing Yunjia Law Firm also said that once network service providers and online audio and video service providers find that users have produced, published and disseminated such videos, they should immediately delete and remove them. Online audio and video service providers should also take proactive measures, such as through manual inspections or technical filtering, to promptly discover illegal and bad-oriented audio and video, and immediately stop transmission services once discovered.
