  "Chongqing's new policy on migrant workers has been implemented for two months. Many laborers have directly signed contracts with the company. Everyone may become the company's own employees in the future!"   The "new policy" that Yang Yunping said is the "Chongqing City Pilot Work Plan for Cultivating Self-Owned Workers in Construction Enterprises in the New Era" jointly issued by the Chongqing Municipal Commission of Housing and Urban-rural Development, the Municipal Development and Reform Commission, and the Municipal Bureau of Human Resources and Social Security in July 2022. Working with an editor makes income more stable

  "After becoming a self-owned employee of the company, it means that the link of subcontracting to the boss is gone. Migrant workers not only have higher income and more stable jobs, but also have various benefits." Yang Yunping, 51, has worked as a welder for more than 20 years , worked in 30 to 40 construction sites across the country, and gradually stabilized until he signed a labor contract with the company two years ago, with an average annual income of nearly 100,000 yuan.

  "Migrant workers often have to contact the next construction site in advance before finishing the work at one construction site, otherwise they will have no work to do." Wang Bo, a worker from Chongqing Jinbei Guifu Construction Group Company, told reporters that he used to be With a daily wage, the maximum monthly income can be more than 6,000 yuan, and when it is less, it is only three or four thousand yuan.

  More than 3 months ago, Wang Bo signed up for the training and assessment of senior technicians, and signed a labor contract with the company after passing the test.

  The reporter learned that according to the "Plan", migrant workers will sign labor contracts with construction enterprises in accordance with the law after training, and directly become self-employed workers, gradually letting "contractors" withdraw from the stage.

Among them, Jinbei Guifu Company, as the first batch of pilot enterprises in Chongqing and the only pilot enterprise in Jiangjin District, took the lead in organizing relevant skills training and assessment.

  At present, the 22 enterprises in the first batch of pilot projects in Chongqing have carried out relevant skill training assessments and signed labor contracts with migrant workers who have passed the assessment.

Some state-owned enterprises and central enterprises in Chongqing that have not been included in the pilot program have also carried out various actions to absorb and cultivate migrant workers to become employees of enterprises.

Some companies say they are facing a "dilemma"

  "The migrant workers become full-time employees of the company. On the one hand, it solves the worries of the workers and allows everyone to engage in construction work with peace of mind.   However, with the in-depth advancement of the reform of Chongqing's construction labor employment system, some construction companies are worried about the fact that migrant workers are hired as "staffed" workers.

Zhou Sheng, the financial director of a private construction company in Chongqing, said frankly that the construction tasks of private construction companies are not fixed, and the demand for employment is also frequent. Business development is a burden.

  The leaders of some private construction enterprises said that the implementation of the new policy is a "dilemma" for them: if they do not carry out employment reforms and train their own workers, they will be restricted in accepting projects, and they will have to consider business operations if they train their own workers. cost.

  The reporter noticed that the pilot period of the "Plan" is from December 2022 to the end of 2025.

During the period, the number of workers owned by general contractors and professional contractors in construction projects should reach 10%, 25%, and 50% of the total number of workers on the construction site in the first, second, and third years of the pilot program, respectively.

Eliminating concerns requires a "fault tolerance mechanism"

Among them, the interviewees under the age of 45 generally said that they would be very willing to work as employees in state-owned construction enterprises while canceling the subcontracting of labor services; If you have paid for 15 years, you have doubts about whether you can enjoy retirement benefits after entering the enterprise.

  "We have worked hard on the construction site all our lives. Now that the construction mode has changed, we may lose our jobs in the future." Liao Zuhua, 53, said worriedly.   Wang Zhonglin, head of the human resources department of China Metallurgical Construction Engineering Steel Structure Co., Ltd., who was the first batch to participate in the pilot, said frankly that with the popularity of prefabricated construction, the company's steel structure processing and manufacturing, mechanical and electrical equipment installation and commissioning and other technical jobs basically use its own workers. , but the proportion of enterprise labor dispatch workers and labor subcontract migrant workers is still about 40%, and it is difficult to convert these people into self-owned workers.

  Human resources experts said that in order to dispel the concerns of some migrant workers and enterprises, it is necessary to establish a corresponding "fault tolerance mechanism" and establish a series of supporting policies.

For example, provide appropriate assistance to pilot enterprises, unblock promotion channels for migrant workers who have become self-owned workers, and promote tripartite negotiations between the government, enterprises, and migrant workers to pay social insurance for older migrant workers, etc.

  "The establishment of self-owned workers is essentially a reform and innovation of the existing construction industry labor service model, which is also the need for the future development of the current construction industry."
