[People's Voice] Add an extra guarantee for the reemployment of the elderly

Recently, the China Senior Citizens Association launched the China Elderly Talent Network.

There are actually two reasons why the elderly choose to re-employ. One is due to external pressure, which is passive, and they need to earn remuneration to subsidize their family through re-employment. Employment shows your worth or fulfills a dream that was never fulfilled.

In this case, the employment of the elderly is also divided into two groups.

One is the lack of high-skilled people who have been engaged in traditional labor or services for a long time, such as security, cleaning, housekeeping, building decoration, nursing and other personnel.

Due to the lack of their own skills, or the disconnection of their original skills from social development, and the lack of adequate pension insurance or pension asset reserves, they can alleviate the situation of lower income through re-employment.

The second group, on the other hand, is a group with a higher technical level, with a skill or professional experience, such as teachers, doctors, scientific researchers, and advanced-skilled workers.

Companies are willing to hire these retirees with high salaries, and they also want to use their remaining time to realize more personal and social value.

Because of this, when the first group is re-employed, they tend to engage in jobs or positions with relatively low labor remuneration, relatively high labor intensity, and low labor security, while the second group has relatively high remuneration.

How to improve the relevant social security benefits and improve the relevant labor security mechanism, while gradually improving the income and living standards of the first group, increase the labor protection for them, reduce the labor intensity, and make their elderly re-employment more secure , worth thinking about.

In fact, even if the second group is re-employed and gets more remuneration, they also face labor security problems, and these problems are even common to the two groups.

Because they belong to retirees, their labor relations are more complicated than those of active employees.

Many details are blank or ambiguous in the relevant guarantee mechanisms, such as how taxes are paid and deducted, whether it can be taxed based on salary income rather than labor income with a higher tax deduction ratio, such as how to compensate for layoffs, and whether it can be applied to "N". +1" and so on, which requires relevant parties to proceed from the legislative level to provide them with an extra layer of protection.

At the age that should be recuperating, due to external pressure, passive and high-intensity "old-age reemployment" is actually heart-wrenching.

While improving the income and living standards of the elderly, we should also proceed from the macro level to improve the construction of a learning society and the skills training system.

Avoid the current young and middle-aged workers from falling into a vicious circle of "low skills - low income - low investment - low skills".

At the same time, it is necessary to start from various aspects, so that working-age workers can have the conditions to accumulate assets that can maintain and increase in value to meet the needs of old age.

At the individual level, each individual employee should establish the value concept of standing by skills and building dreams with ingenuity, planning careers, accumulating experience, and improving skills in their own positions. If they reach retirement age, they should be able to cope with old age On the basis of the material reserves of life, one’s own skills are still valuable to the society, and it is a blessing for the elderly as well as for the society to be able to achieve old age and enjoyment in the old age.
