China News Service, Hangzhou, December 7 (Su Lihao and Zhang Jiabin) "Now it is too convenient. Every time I leave Hangzhou, I only need to apply to the police online through the mobile APP, and no longer have to go to the police station to find the police to fill out the approval procedures. After installing and using the Hangzhou non-custodial digital monitoring system (hereinafter referred to as "non-custodial code"), Mr. Cai, who was previously released on bail for the case pending trial, can freely enter and exit Hangzhou by checking his mobile phone face and asking for leave. This brings great convenience to him who travels frequently due to work reasons.

It is understood that since September this year, the Hangzhou Municipal Public Security Bureau Qiantang New District Public Security Branch has acted as a pilot in Hangzhou to promote the installation and use of "non-custodial codes" for non-custodial personnel in areas under bail pending trial and residential surveillance to achieve dynamic supervision of personnel.

Relying on the Hangzhou City Brain, the "Uninhibited Code" comprehensively uses artificial intelligence, big data, cloud computing and other technologies to ensure that the supervised person can return to daily life under necessary control through a series of electronic control measures.

In addition, according to non-custodial personnel’s behavior and check-in status during the period of release on bail and under residential surveillance, the backstage of the “non-custodial code” system will also conduct comprehensive research, judgment and evaluation of their actual performance, which will represent the three types of green, yellow and red at different risk levels. The color supervision code is pushed to the police handling the case and the community police. Based on the pushed information, the police take specific measures such as changing the check-in frequency, on-site inspections, reminding and admonishing, etc., to urge non-custodial personnel to comply with legal obligations, and the effectiveness and authority of control and control have been greatly improved.

Zhang Jiabin, a policeman from the Basic Management Brigade of Qiantang New District Bureau, told reporters that the promotion and use of "non-custodial codes" not only won praise from non-custodial personnel, but also greatly improved the public security organs' control and law enforcement capabilities.

Up to now, the Qiantang New District police have completed the acceptance and management of 262 non-custodial personnel in their jurisdiction, and registered and installed "non-custodial codes" for 250 people who have made the decision to release the bail pending trial. The installation supervision rate has reached 96%.

For example, in an illegal sale of special value-added tax invoices in June this year, the Economic Investigation Brigade of Qiantang New District Bureau concluded that after a comprehensive assessment, the bail pending trial of the criminal suspect Li was more conducive to the handling of the case, and it also complied with the spirit of the rule of law.

In order to ensure the effectiveness of law enforcement, after making a decision to release a guarantor pending trial on Li, the police simultaneously adopted “non-custodial code” supervision. With this measure, the police continued to dig into the clues of the case while conducting normal supervision on Li’s movements. Seized Li and Jin, detained more than 100 special VAT invoices and thousands of ordinary VAT invoices.

The above case is only a microcosm of the application effect of the "non-custodial code". The supervision of the "code" not only builds a bridge of trust between non-custodial personnel and public security organs, forms a benign judicial interaction, but also encourages the police and prosecutors to handle the case. The real-time electronic information of the object speeds up the progress of case handling, forcing enforcement agencies to implement effective supervision and improve case handling efficiency.

It is reported that since the application and promotion of the "non-custodial code", the efficiency of handling non-custodial cases in Qiantang New District has increased by 11% year-on-year, and the average time spent on bail pending trial has decreased by 17 days.
