In order to create an environment where people with disabilities can live in their own way, Kanagawa Prefecture plans to submit a draft ordinance that stipulates the roles of the prefecture and businesses to the prefectural assembly that will be held from the 7th.

Six years ago, Kanagawa Prefecture's draft ordinance to promote welfare for persons with disabilities was considered after the murder of 19 people at Tsukui Yamayuri En, a prefectural facility for the mentally disabled in Sagamihara City.



The ordinance proposes to prevent discrimination and abuse, to set out a philosophy for realizing a society in which people with disabilities can live in their own way, and to prohibit discrimination and abuse on the grounds of disability.



On top of that, the prefecture is required to formulate measures from the perspective of people with disabilities in cooperation with municipalities, and business operators are required to understand the welfare of people with disabilities and cooperate with administrative measures.



In Kanagawa Prefecture, on the 5th of this month, it was revealed that 25 cases of suspected abuse were confirmed by an investigation by a third-party committee at another prefectural facility for the mentally disabled.
