Recently, the Huan Food and Drug Investigation Team of the Dongsheng Branch of the Public Security Bureau of Ordos City, Inner Mongolia Autonomous Region lasted more than 4 months and traveled more than 10,000 kilometers. Starting from an inconspicuous clue, they successfully cracked the "4 15" production and sale of counterfeit medicines, 4 production, processing and storage dens were destroyed, 6 criminal suspects were arrested, and more than 34,000 packages of drugs, 600 kilograms of raw powder, 3 processing equipment and a large amount of outer packaging materials were seized at the scene. The network covers more than 10 provinces (autonomous regions and municipalities) across the country, and the amount involved is more than 7 million yuan.
Fake drugs are quietly sold in the community
In February this year, the police of the Environmental Food and Drug Investigation Brigade of Dongsheng Branch discovered during the process of scouting clues that someone in a residential building in a residential area of Dongsheng District was selling a powdered Chinese medicine, claiming to be a pure Chinese medicine with an ancestral secret recipe. Arthritis works wonders.
The police learned through side inquiry that the place where the drug was sold was not a hospital or outpatient clinic, and the sales staff had no relevant working experience, and the drugs sold were simply folded and wrapped in newspapers, without any signs, suspicious sources, and suspected counterfeit drugs.
This situation aroused great attention of the police, and immediately sent the drugs involved in the case for inspection.
After identification by relevant departments, the submitted drug powder contained 6 kinds of analgesic and hormonal western medicine ingredients such as prednisone acetate, aspirin, and ibuprofen, which were identified as counterfeit drugs according to law.
Since most of the counterfeit drugs involved in the case are processed and produced illegally by adding a variety of prescription drugs in black dens, the ratio is relatively random, and there is no quality control, and there is no guarantee of safety. After taking it, it can seriously endanger human health and even life. The case was filed on the same day, and an investigation was carried out in an all-round way.
The main leaders at the city and district levels attached great importance to it, and immediately dispatched the elite police force to set up the "4.15" task force.
In order to achieve "all elements, all links, and all chains", after nearly a month of external investigation, investigation and evidence collection, the task force determined that this is a case of production and sales of counterfeit drugs with a sales level, involving a large number of people and a wide range of sales. .
In order to quickly open a breakthrough in the case, the task force resolutely closed the Internet, captured the criminal suspects Feng Mou and Wang Moumou, who were located in the home of a community in Dongsheng District, destroyed 1 counterfeiting den, and seized more than 8,100 packages of finished counterfeit drugs and fake drugs on the spot. There were a number of medicine packaging and express delivery documents. The next day, the police intercepted more than 12,000 packages of finished counterfeit medicines sold but not yet issued by the logistics company.
After investigation, since 2018, the criminal suspects Feng Mou and Wang Moumou have set up counterfeit dens in their homes, sub-package the purchased fake drug raw material powder, and then sell the fake drugs to Inner Mongolia and Liaoning by express mail. , Heilongjiang, Shaanxi, Shanxi, Hebei and other provinces (autonomous regions and municipalities) to make profits, and the amount involved in the case amounted to more than 1 million yuan.
The criminal chain of counterfeit drugs is gradually clear
In order to completely cut off the criminal chain, the task force digs deep into the "point" at the end of the sales, comprehensively uses various investigative methods and information resources, traces up the source and digs deep into the source of production, and quickly identified a product that was produced in Lanzhou, Gansu. It is a criminal chain of manufacturing and selling counterfeit medicines that is subpackaged, wholesaled, and then sent to distributors and buyers across the country through logistics and express delivery.
According to the activity track of the online members grasped in the previous stage, the task force moved to Lanzhou to overcome many difficulties, and gradually found out the information such as the identity of the online personnel and the location of the production dens by means of squatting and waiting, tracking and arranging.
When the time for arrest was ripe, the special team resolutely closed the net, successfully arrested two suspects Liang Moumou and Guo Mou in Lanzhou City, Gansu Province, destroyed one counterfeiting den, and seized more than 13,000 packages of finished counterfeit medicines on the spot. Packed 504 kilograms of counterfeit medicine raw material powder and 1 set of counterfeiting equipment, and intercepted 86 kilograms of counterfeit medicine raw materials that had been sold for transportation the next day.
After questioning, the suspects Liang Moumou and Guo Mou have set up counterfeit dens to manufacture and sell counterfeit medicines since 2018, and sell them as pure traditional Chinese medicine, which they claim to be the ancestral secret recipe for treating joint pain. The sales network covers Inner Mongolia, Gansu, Beijing, and Shanghai. , Heilongjiang and other more than 10 provinces (autonomous regions and municipalities) across the country, and confessed to the crime involving an amount of more than 4 million yuan.
After investigation, some of the counterfeit medicines sold by the suspects Liang Moumou and Guo Mou were provided by Lu Moumou, the stall owner of a medicinal material wholesale market in Lanzhou City.
The criminal suspect Liang Moumou handed over his own prescription to Lu Moumou. After Lu Moumou illegally bought prescription western medicines of anti-inflammatory, analgesic and hormones, he mixed the prescription and Chinese herbal medicines provided by Liang Moumou into powder and handed it to Liang. XX, Guo, Liang and Guo packaged and sold the processed counterfeit medicine powder in the warehouse they rented; the other part of the fake medicine was sold by suspects Liang and Guo from Song Mou in Shandong Province. The raw material powder of counterfeit medicines is directly purchased from somewhere, and is sold after sub-package with a dose of about 2 grams per sachet.
Consecutive network suspects brought to justice
After arresting the criminal suspects Feng Mou, Wang Moumou, Liang Moumou and Guo Mou successively, on May 27, the task force pursued the victory and provided Liang Moumou and Guo Mou with the medicinal materials needed to produce counterfeit medicines in Lanzhou City, Gansu Province. And Lu Moumou, who was processing, was successfully captured, 1 counterfeit drug production den was destroyed, and 1 counterfeit equipment was seized.
On June 29, the task force continued to close the Internet. With the cooperation of the local police, Song Moumou was arrested and brought to justice in Heze City, Shandong Province, and 1 counterfeit drug production den was destroyed, and 1 counterfeit equipment was seized. The amount involved was 200 more than ten thousand yuan.
According to the police, the suspect claimed that the drug was a "pure traditional Chinese medicine", which can treat bone and joint pain, arthritis and other diseases, and induced patients to buy and use it in large quantities.
In fact, due to the addition of anti-inflammatory and analgesic drugs to the counterfeit drug, the pain sensitivity of the patient will decrease in the short term after taking it, resulting in the illusion of improvement. Sexual exhaustion, induce other complications.
After verification, most of the buyers of counterfeit drugs involved in this case are elderly people over 60 years old, and many patients have developed allergic symptoms such as allergies and edema after taking the drug, which is extremely harmful to society.
Up to now, all six suspects involved in the case have been taken criminal coercive measures, and the case is under further investigation.
