Parking occupied the manhole cover and the blind track was "busy"

Don't let the occupation of the blind road become the "sorrow" of the city

Chen Mingsheng has not been able to live a bright life like his name—a disease in his childhood caused him to become a second-degree visual disability, with no light perception in one eye and only slight light perception in the other eye.

Since then, "Careful" has always been with him.

Despite his inconvenience, Chen Mingsheng does not like being trapped at home every day and walking downstairs in the community to achieve what he has to do every day. However, he generally does not and dare not go alone outside the community. "The community environment is very familiar. The residents also took good care of me, and walking was relatively safe. But it was not possible outside the community. I once walked on the blind track and tripped and injured a parked bicycle. Since then, I dare not go out by myself."

Chen Mingsheng's experience and feelings are the epitome of many visually impaired people.

As of 2019, there are approximately 17.3 million visually impaired people in my country, which is equivalent to one in every 80 people.

According to the "Classification and Classification of Disabled Persons", visual disability is classified into one to four levels, of which the first and second levels are blind people.

But in daily life, blind people are rarely met on the road.

According to statistics, 30% of the visually impaired basically do not go out, and the rest can only go out when their family members are free to accompany them.

For a blind person who walks out of the house, the blind road is a bridge connecting the dark world and the noisy world. However, the condition of this bridge is not optimistic. A recent investigation by a reporter from the Rule of Law Daily found that cars, shared bicycles, telephone poles and other items It is not uncommon to occupy blind paths at will. The "blocking tigers" on various blind paths make visually impaired people less and less courageous to get out of their homes.

"We only have this way to go"

"The vertical bars on the blind track mean that you can go straight without worry; the raised dots mean that you need to pay attention to obstacles or turn. If you can't feel it, you can squat down and feel the bulge on the blind track..."

Last year, a video of a visually impaired boy in Tianjin learning to recognize the blind way under the guidance of his mother, and the video of a toddler, poked many people's tears.

However, in the video, a scene of a red car parked in the middle of the blind road was "untimely", and the child who was blocked was at a loss.

Although the owner of this car was punished by the police in the end, many netizens have appealed, hoping that the blind track will no longer be occupied in the future.

For the visually impaired, this is indeed their greatest expectation.

"We only have this way to go." Although Chen Mingsheng has a more sensitive hearing than ordinary people, it is far from enough to walk on the road. The only thing that makes him feel something is that many ordinary people think." Stepping on the blind path of "Yangjiao", the touch from the soles of the feet will guide him on the next path.

However, Chen Mingsheng's experience of traveling alone makes Chen Mingsheng still have lingering fears in retrospect.

After passing through the familiar community, Chen Mingsheng's heart became tense from the moment he walked out of the back door of the community. It was less than 50 meters from the back door of the community to the sidewalk of the road, but Chen Mingsheng walked very slowly until he felt a blind path at his feet. He was a little relieved because of his "unevenness".

Relying on the blind stick in his hand to explore the way first, Chen Mingsheng walked fairly smoothly.

Suddenly, the front end of the blind stick touched something, and after careful inspection, it was found that it was the wheel of a bicycle.

He cautiously explored the way around him with his blind stick, trying to bypass the occupied blind road from the side, but he tripped on a randomly placed bicycle, and finally returned with the help of others. Community.

It is extremely inconvenient for the visually impaired to travel, especially when traveling alone, the blind track is equivalent to their "eyes", but this experience made Chen Mingsheng completely give up the idea of going out alone, except for the more familiar sections in the community where he dared to walk independently. In addition, you need to be accompanied by family members to go to other unfamiliar sections.

The blind track is seriously occupied

As the "exclusive channel" for the visually impaired to travel, can the blind track really play a role?

Recently, the reporter randomly visited many areas in Beijing and found that many blind tracks were occupied by shared bicycles and private cars, and some blind tracks even had "broken roads".

On May 9, it coincides with Mother’s Day on the weekend. The blue harbor business district in Chaoyang District, Beijing is crowded with people. The cool weather makes many people choose green travel. The road in front of the blue harbor is full of stops. Shared bicycles.

The reporter noticed that although there is a parking area for shared bicycles on the sidewalk, in order to be able to place an extra row of shared bicycles, a large number of shared bicycles are placed outside the designated area, and the front of the car completely occupies the entire blind lane.

The reporter walked along the sidewalk and found that on the sidewalk tens of meters in front of the Blue Harbor business district, the blind lanes were all occupied by neatly parked shared bicycles.

"The shared bicycle occupies the blind lane. What should the blind person do when he is passing by?"

"No one walks on the blind road in this area. There are too many vehicles now. If the blind road is not occupied and the vehicles are placed in two rows, many cars will be parked on the road, which will affect the traffic. This is also a helpless move for us." The staff who placed the shared bicycles replied while stacking the vehicles on the blind road.

For some private car owners, it seems that they have become accustomed to using blind lanes and sidewalks as "parking lots."

Maxiang Hutong, located on Xizhimen Nei Street, Xicheng District, Beijing, is not very spacious. On both sides of the hutong are some old communities. As there are no parking spaces in the community, many vehicles are parked on both sides of the hutong.

The reporter noticed that in order to facilitate the normal passage of vehicles, most of the vehicles parked in the hutong would "ridden" half of the body on the sidewalk, while the blind track was completely "pressed" under the car.

During the visit and investigation, the reporter noticed that even if the blind lanes on some road sections are not occupied by other vehicles, there will be many "blockers".

In Sanlitun North Street in Chaoyang District, the reporter found that in order to attract customers, some restaurants along the road would place restaurant advertising panels, tables, chairs, and green plants on the blind road, in order to further expand the "scope" of the store.

Not only that, the reporter walked along the blind path, and a raised manhole cover appeared in the center of the blind path, completely blocking the normal passage of the blind path.

On the blind road outside the Baipenyao subway entrance in Fengtai District, the reporter found that a large amount of construction waste was piled up, completely "submerging" the blind road.

According to reports from nearby businesses and residents, in order to repair the road, the construction unit has piled up construction waste here. This situation has been going on for several months.

The blind track is occupied, everyone is accustomed to

Judging from the investigation conducted by the reporter this time, the phenomenon of occupying the blind track is still serious. The blind track is "busy", but the blind people are the only ones to be seen.

Most of the blind lanes in front of subway stations and commercial districts are occupied by shared bicycles parked at will. It is worth noting that they also include vehicles "tidy" on the blind lanes by the staff of shared bicycle companies; near the community, private cars The phenomenon of parking blind lanes is more common; the blind lanes in front of restaurants are mostly occupied by shop signs or tables and chairs.

In addition, blind roads are occupied by public facilities such as telephone poles and manhole covers, resulting in "broken roads" occasionally. There are also some cases of blind roads that have been disrepaired for a long time and roads have collapsed.

During the interview, the reporter noticed that, compared with the “righteous indignation” of people on the Internet about the occupation of the blind track, many people did not pay enough attention to it in their daily lives. The importance of the blind track to the blind is not in many people’s minds. Concept, some people are even accustomed to the phenomenon of the occupation of the blind track.

During the visit, a takeaway who parked the battery car on the blind lane said when asked by reporters that he was only temporarily stopping and leaving soon. During this period, there will be no blind people passing by.

"Even if there is, the battery car only occupies so much, you can go around first and then walk back."

However, the obstacles that ordinary people can easily circumvent, for the visually impaired, it takes a lot of energy, and sometimes they have to give up moving on.

Chen Mingsheng reluctantly said that after leaving the guidance of the blind path, many blind people can't even tell where they should go. "We neither know how big this occupied area is, nor do we know that there will be more in front of us. If there is only one person, he would not dare to walk only by relying on the blind stick in his hand."

When traveling with his family, Chen Mingsheng would not deliberately go on the blind path. In his view, the value of the blind path is to enable visually impaired people like him to travel on the blind path alone.

"If the blind path cannot allow us to'travel alone' safely and conveniently, then it is of little significance." At least Chen Mingsheng now feels that walking on the blind path does not make him feel at ease, but will be more fearful. I don't know what will happen ahead. obstacle.

The blind track is occupied, the blind cannot travel safely, and the blind travels less frequently. Many people take it for granted that the blind track is "useless" and continue to occupy the blind track.

At present, the phenomenon of the occupation of blind passages has formed such a vicious circle.

"Occupying the blind track is equivalent to lighting the'red light' for the blind to travel. It is artificially creating obstacles and adding trouble to the blind. The occupation and damage of the blind track is a kind of neglect and indifference to the blind. The occupation of the blind track not only causes inconvenience to the blind. It will also cause difficulties for the travel of other physically disabled people." Yao Liang, chairman of the executive council of the Bozhou Disabled Persons’ Federation in Anhui Province, called on the blind track to be convenient for blind people to walk. For the blind to travel, build a "smooth road" that can be assured, and don't let the occupation of the blind road become the "sorrow" of the city.
