The court held that the criminal group headed by the defendants Yang Kaishun and Xu Mingxiong already possessed the organizational, economic, behavioral, and harmful characteristics of a gangland organization and should be recognized as a gangland organization in accordance with the law.
As organizers and leaders, Yang Kaishun and Xu Mingxiong should be punished according to all crimes committed by the underworld organizations they organized and led, and the other defendants should bear corresponding responsibilities for the crimes they committed.
