The Supreme People's Court, the Supreme People's Procuratorate and the Ministry of Public Security jointly issued an "Opinion" on the prevention and control of crimes during the epidemic. It is clearly stated that if the newly-crowned (pneumonia) patient of this type has been diagnosed without permission or after the quarantine period has expired, without permission, and enters public places and public transportation, he can follow Article 114 of the Criminal Law. 115 sentence, called the crime of dangerous methods endangering public safety. If it does not cause serious consequences, it will be sentenced to 3 to 10 years in prison, and if it causes heavy losses, it may be more than 10 years or even the death penalty. This is the highest sentence.

[Explanation] The lawyer pointed out that the identification of major losses includes the number of people infected with neocoronary pneumonia and the number of infections and other property damage to the society.

If one person is diagnosed and died, this is a relatively serious injury, or three people are infected. We also say that this is a serious injury, such as when a police officer reports a change in the medical equipment or if he is here (out of treatment) If there is a destructive act in the process, it may be said that it is a property damage.

[Explanation] During the period of the nationwide anti-epidemic, many incidents across the country endangered public safety and did not cooperate with staff to prevent epidemics. On February 3, a woman at a high-speed rail station refused to undergo an epidemic inspection and spit saliva. On February 4, a man in Nanning wiped saliva on the elevator button. On February 12, the Chongzhou man drove a Mercedes-Benz car to forcibly break through the epidemic prevention checkpoint. On February 24, more than 200 villagers in Gaoding Village, Guizhou, watched the bullfight, most of them did not wear masks. In response, the lawyer responded:

For example, rushing (anti-epidemic checkpoints), rushing to the warning line, scoring belts, driving a car to run into a kind of sentry box, and then intentionally hurting, insulting others, and even spitting or swearing at others. In that case, administrative penalties can be applied by means of public security management penalties. Generally, there are detentions for less than 15 days, fines, warnings and admonitions.

[Explanation] At present, the epidemic prevention and control work has achieved staged results. Lawyers called on the general public to respond more actively to the epidemic prevention requirements of relevant departments during this period, not to participate in large-scale gatherings, wear masks, wash their hands frequently, and actively cooperate with epidemic prevention inspections to usher in the ultimate victory of the epidemic.
