Safety must come first. You cannot guarantee supply despite knowing that there are major safety risks. You should keep on stopping when you need to and close things when you should. Once a production safety accident occurs, guaranteeing supply is not a reason to evade liability for the accident.

  The State Council Information Office held a regular briefing on State Council policies on February 4 to introduce the "Regulations on Coal Mine Safety Production". A reporter at the meeting asked: What targeted measures does the "Regulations" have to solve the problem of "inadequate supervision" at the grassroots level?

  Zhou Dechang said that the key to doing a good job in coal mine safety production is to consolidate the supervisory responsibilities at the grassroots level. Currently, some local governments have issued coal supply guarantee plans in violation of regulations to coal mines without safety guarantee capabilities. Some grassroots governments turn a blind eye to, or even condone, illegal activities in coal mines within their jurisdiction. The "Regulations" emphasize that coal mine safety production shall implement the safety production responsibility system for local party and government leading cadres, further strengthening territorial management responsibilities.

  The first is to prevent leaking pipes from getting out of control and clarify the regulatory bodies. The "Regulations" stipulate that the provincial people's government should clarify the safety supervision subjects of each coal mining enterprise in accordance with the principle of hierarchical and classified supervision to ensure that "mines are supervised." At the same time, in order to prevent buck-passing between various departments, the Regulations require people's governments at or above the county level to strengthen leadership over coal mine production safety and establish a coordination mechanism for departmental work.

  The second is to insist on safety first and emphasize safety and supply guarantee. At present, some regions and coal mines have relatively high tasks and pressures to ensure safe supply, but ensuring supply is guaranteed under safe conditions, and safety must be the first priority. We cannot generally talk about "doing everything possible to increase production and ensure supply" or "doing everything possible to increase production and ensure supply." We cannot protect supply despite knowing that there are major safety risks. Confession is not a reason to avoid liability for the accident. In this regard, the "Regulations" stipulate that local governments and relevant departments at or above the county level shall not require coal mines that do not have safe production conditions to carry out production. Once an accident occurs, the person directly responsible for the accident and the leaders must be seriously investigated for liability, suspected of illegal crimes. shall be transferred to judicial organs for criminal prosecution.

  The third is to give full play to the role of the grassroots in investigating and cracking down on illegal coal mines. Illegal coal mines are a "cancer", "time bomb" and "landmine" for safety production. Who knows best whether there are illegal coal mines in a place, especially whether there are illegal small coal mines? Comrades at the grassroots level in counties, especially in towns and villages, know this best. In this regard, the Regulations stipulate the responsibilities of grassroots governments to discover, stop, investigate and crack down on illegal coal mines. If effective measures are not taken to stop or investigate, the responsible leaders and directly responsible personnel shall be subject to disciplinary sanctions, and those that constitute a crime will be transferred to judicial organs for criminal liability in accordance with the law.
