Measures to reduce the digital divide. Cédric O, Secretary of State for Digital, has announced the creation of a "digital pass", which will take the form of training vouchers. They will allow French people far from new technologies to train, learn to use a computer and get by on the Internet.

Distributed by local public services or associations, these booklets of several checks will be intended for French people excluded from the digital world who wish to be trained, in particular to have access to online public services. Experienced last year, this device will be extended to the whole territory thanks to a program of 30 million euros financed equally between the State and the communities. “We hope to go well beyond 30 million euros by the participation of certain operators such as Pôle Emploi, or private companies…. We are making an appeal today, ”said Cédric O.

Help with online procedures

At the same time, Cédric O has announced the launch of a new experience: the Helpants Connect service, which will allow a professional caregiver to carry out online administrative procedures in a secure setting instead of a person who cannot do them alone .

The system will be tested in "13 structures located in ten departments (library, social center, town hall secretariat, Espaces France services, etc.)", detailed Cédric O. "When we talk about the digital divide, there is obviously a generational bias with a number of elderly people, "he told AFP. However, he added, "I was at the CCAS (Center Communal d'Action Social) in Anglet right now and I was told that there was also a problem among young people. One million checks in 2020

According to figures cited by the government and industry players, 6.7 million French people never connected to the Internet in 2017, while 7 million said they were uncomfortable in their use of digital and internet. However, knowing how to use the internet is now necessary to successfully complete a series of administrative procedures, starting with obtaining a registration card or a driving license.

Cédric O had promised upon his arrival to the government in April 2019 to make digital inclusion one of his three main priorities, with the regulation of the internet and the strengthening of French tech companies.

For the moment, only one operator of digital passes, Aptic, has been labeled by the government to edit these checks. Aptic has so far issued 50,000 checks and plans to have issued one million by the end of 2020. The company has referenced 330 places of “digital mediation” where it is possible to train, and plans to have "More than a thousand at the end of 2020".
