“Among them, I would single out such as the very understanding and definition of culture. The fact is that culture can be defined wider and wider at different levels ... The second point is a question that is not alien to our entire society now: the question of freedom of creativity, responsibility of the artist, respectively, and all the components associated with it, ” noted Sholokhov.

Speaking about the development of a federal law, the head of the Duma committee, Elena Yampolskaya, emphasized that cultural law should promote creativity, and not vice versa.

“The right in the field of culture should, first and foremost, provide an effective, quick, understandable to the artists themselves solution of organizational, managerial, financial issues - that is, that which allows you to build creative activity without spending a huge amount of energy, nerves and energy that should go into creativity, and not go away according to the bureaucratic vector, ”she explained.
