The context is not necessarily the most serene, between the strike in the refineries which drags on and the day of interprofessional mobilization scheduled for Tuesday.

Enough to start discussions on the reform of unemployment insurance, the loaded weapon for the unions.

The consultation, which also brings together the employers and the government, must take place “for several weeks” with bilateral meetings and will end with “a final meeting on November 21” with the Minister of Labor Olivier Dussopt, the ministry indicated to the outcome of the first meeting on Monday.

This consultation stems from the bill on “emergency measures” with a view to “full employment”, adopted last week at first reading in the National Assembly.

It triggers the possibility, at the end of the consultation, of modulating unemployment insurance by decree so that it is "stricter when too many jobs are unfilled, more generous when unemployment is high", in the words of Emmanuel Macron during the presidential campaign.

Entry into force at the beginning of 2023?

Against a background of anger over purchasing power, the government has ruled out touching the level of compensation.

There remain two parameters on which to act: the conditions of access to unemployment insurance and the duration of compensation.

The unions reiterated their opposition to this modulation, which should come into force from the beginning of 2023, a "gas plant" for Eric Courpotin (CFTC) like Marylise Léon (CFDT) according to whom it "will in no way solve the recruitment difficulties whose the unemployed are not responsible”.

The government wants to act quickly, seeing it as one of the ways of tackling the recruitment difficulties complained of by companies despite an unemployment rate of 7.4%.

Hubert Mongon (Medef) also invoked “an extremely tight labor market” to justify “this reflection which is going in the right direction”.

But Michel Picon (U2P, craftsmen, traders, liberals) expressed "doubts", believing, like the unions, "it is more important to work on training and obstacles to employment (housing, childcare, mobility …)”.



Absent, the CGT suspended "all participation in meetings with the government and employers" after the requisitions of strikers in the refineries.

Whatever the outcome of the consultation, the last word will go to the government, which can change the rules by simple decree.
