At the first meeting of the government with the participation of the President of Russia, another vector of the development of our state in the near future became apparent. Vladimir Putin set the task of de-bureaucratizing (simplifying) the maximum number of mechanisms of interaction between our state and its citizens.

“The citizens of our country, family, business should feel the changes, how much more comfortable, easier and more convenient it is to get state or municipal support, services, social assistance, to open and start a new business,” Vladimir Putin emphasized.

Nothing in our world happens as fast as a person’s addiction to good. I will give some very specific examples, since it is important for me, like every person in our country, to live in an ecosystem of convenient services. Eight years ago, even in Moscow, which is always at the forefront of the changes in our lives, drawing up a deal with an apartment required visiting several authorities and spending most of their lives in queues.

Almost any interaction with government bodies turned a person into a courier, rushing around in various departments. Now you have the right to demand your cup of coffee if you have sat in the MFC for more than 15 minutes (in fairness, it has never happened before). It is now that we have seen that government bodies treat people as clients who have the right to polite and quality service. Pay taxes, register as self-employed, get a discount - hundreds of government services are issued on your smartphone. Neither travel costs, nor nerves, nor loss of precious minutes. For each of us, this has already become the standard of interaction with the state.

The more sensitive the problem, the more important the convenience of solving it. The same MFCs do not work so perfectly if they come to the regions. Just today I read a sad story about how a disabled person with "Stephen Hawking's disease" (amyotrophic lateral sclerosis) got the diapers laid on him after death. Last year, the issue of providing cancer patients with drugs not registered in Russia became acute.

The President has already said this in his message: such a situation is unacceptable a priori.

Natural disasters such as floods in Tulun or Krymsk reveal another aspect of the bureaucratic nature of the state apparatus - when the prescribed mechanism for document circulation and cash settlement replaces the human attitude towards people. According to the law on work with citizens' appeals, an official is obliged to give his answer no later than 30 days later. But can you answer earlier? You can answer not by unsubscribing or redirecting a person, but by detailed step-by-step instructions aimed at solving his problem.

Therefore, a decrease in approvals and simplification of workflow is the setting of our economy on a new footing. Bureaucratic mechanisms in the framework of all types of activities of a simple person, entrepreneur, parent and pensioner are tens of thousands. This means that by canceling the superfluous and simplifying the remaining, we will receive a natural impulse for development in each of the areas of our life.

Today we can see with our own eyes the changes for the better in the service of banks, post offices, shops and government institutions that have occurred over the past decade. The current level of service is always a zero point for further changes for the better. When any mechanism is based on caring for a person, and the official who operates with this mechanism is aware that his authority and status are equal to his attitude towards ordinary people, then a genuine bureaucracy takes place. This is what Vladimir Putin is calling for. Moreover, as always, it does not just call, but sets a task and asks exactly for the solution from the members of the new government.
