However, some institutions exaggerate the role of certificates and use fake certificates to induce job seekers to pay high fees step by step, and job seekers find themselves deceived and then fall into the predicament of rights protection.

Experts pointed out that while the talent evaluation system has yet to be perfected, workers do not yet understand employment opportunities and salary status in related fields, and this "poor information" gives fraudsters an opportunity.

  When he first heard about the certificate of carbon emission manager, Guan Hong, a guy from Shandong, thought he had made a big deal: he only needed to pay 1,980 yuan to get the certificate without taking the test, and the annual affiliate fee was not less than 30,000 yuan... Not long after paying the fee, Guan Hong noticed the fraud, but the training institution "disappeared" after he asked for a refund.

  When he was defending his rights on the complaint platform, Guan Hong gathered together victims who had encountered similar problems and formed a "certificate part-time discussion group".

More than 200 people in the group were attracted by the grand "money" scene of various new occupations, and they signed up for research under the inducement.

  A few days ago, the Ministry of Human Resources and Social Security announced the newly revised "Occupational Classification of the People's Republic of China". Compared with the 2015 edition, 155 new occupations have been added this time.

Since many new occupations have not yet formed a unified skill standard and evaluation mechanism, some criminals take advantage of the mentality of workers who are eager to have a certificate, and turn the so-called new occupation certificate into a new "prop" for fraud.

"If you win the certificate, you will have a golden job"

  In March 2021, the Ministry of Human Resources and Social Security announced 18 new occupations, among which "Carbon Emissions Manager" was listed.

  The heat quickly spread to the training field.

The recruitment advertisements about the certificate of carbon emission manager are flooded on the Internet, and the publicity of "no threshold for obtaining the certificate" and "earning the affiliate fee while lying down" makes Guan Hong excited.

"Mr. Wang" from a training institution told him that the certificate was issued by the "China National Personnel and Talent Training Network" and was a job certificate in the field of carbon emissions.

  The other party repeatedly urged Guan Hong to sign up, "Now there are policy dividends, you can take the test-exemption channel", and sent a screenshot of a news website, showing that a certain unit "the price of the lease certificate has risen to 76,000 yuan / year."

He also frequently publishes successful cases of affiliation in the circle of friends. Guan Hong can often swipe the videos on the signing site of "delivering the certificate with one hand and receiving the money with one hand".

  Failing to resist the temptation, Guan Hong paid nearly 8,000 yuan.

However, while waiting for the certificate, a certificate fraud case reported by the police came into Guan Hong's field of vision, and the routine was very familiar.

He suddenly realized that the videos and news sent by the training institution before may be fake.

  The reporter noticed that on March 1 this year, the China National Personnel Training Network issued an announcement stating that it had indeed authorized relevant institutions to carry out carbon emission manager training, but the relevant certificates were only used as proof of training experience and did not have an evaluation function. From January 30, all training programs involving certificate application have stopped enrolling students.

  In January of this year, after the Family Education Promotion Law came into effect, a large number of "Family Education Instructor" certificates emerged.

  The reporter's investigation found that two "training institutions" both claimed that a "Management Academy" issued the certificate, but the examination time given was different.

When reporters asked about the details of the exam, some institutions were vague, instead emphasizing the prospects of the industry and the effectiveness of certificates, claiming "golden rice bowls" and "monthly salaries exceeding 10,000 yuan".

Always "one step away" from high salary

  On a complaint platform, there are many complaints about the new professional certificate, and the high-frequency words are "involved in fraud" and "false propaganda".

  There were 55 participants in a collective complaint about the training of an organization's "organization and collection division" training.

A student said that she paid 2,980 yuan to get the intermediate certificate in February this year, and the agency immediately used the "priority dispatch" as a bait to persuade her to continue to apply for the advanced admissions division, so she paid another 5,000 yuan, and then was told that the practice did not meet the standard. , you need to pay another 3,000 yuan re-examination fee.

She noticed that she had been deceived, but was "blocked" after she offered a refund.

  Zhang Tao, the victim of the "Certificate Part-time Discussion Group", once under the guidance of the agency, used a credit card to obtain more than 50 "copycat certificates" for 620,000 yuan, involving e-commerce engineers, prefabricated construction workers, etc. new career.

  "First, the 'training institution' charged for the certificate, and then the 'docking company' indicated that they could sign the affiliation contract. When the agreed date was reached, the other party said that the affiliation policy had changed, and asked me for an electronic file fee, followed by the certificate storage. Fees." Zhang Tao said that every time he paid, he felt that he was one step closer to "high salary", but soon a "new policy" appeared. In order not to give up his achievements, he had to continue to pay, but he never got the so-called "new policy". Affiliate fee.

  A victim told reporters that after she obtained the "Building Information Modeling Technician" certificate not long ago, a company in Beijing called and offered to pay 500 yuan per year for the affiliation fee, and then really transferred 500 yuan to her.

This made her completely let down her guard against the training institution, and successively paid more than 30,000 yuan for various expenses.

  "In recent years, the behavior of affiliation has boosted the craze for examination and certification, and criminals have repeatedly succeeded." Therefore, job seekers should be wary of the affiliation commitments made by training institutions.

Regulation and public service urgently need to keep up
