China Singapore Finance and Economics, January 7th, on the 7th, the State Post Bureau issued a notice on the "Administrative Measures for the Express Market (Revised Draft)" (Draft for Solicitation of Comments) for public comments.

The draft for comments mentions that without the consent of users, companies operating express delivery services shall not confirm receipt of express mails on their behalf, and shall not deliver express mails to smart express boxes, express service stations and other express terminal service facilities without authorization.

  At the same time, the draft for comments also proposes that companies operating express delivery services should establish management systems and operating procedures for the production, use, storage, and destruction of express waybills (including electronic waybills) in accordance with laws, administrative regulations and the provisions of the postal administration department of the State Council. Security technical measures such as encryption and de-identification protect the information security of express waybills, and the identity information of natural persons must not be fully displayed.

No unit or individual may illegally use or resell express waybills.
