How to solve this seemingly simple problem of "delivering goods to your door" instead of leaving it at the express delivery station without the consent of the consumer?

  Consumers troubled by these problems are seeing light.

On March 1, the "Express Delivery Market Management Measures" (hereinafter referred to as the "Measures") will be officially implemented.

It states that “Express items shall not be delivered to express terminal service facilities such as smart express boxes and express service stations without authorization”, “Express items shall not be thrown or trampled on”, “Except due to force majeure factors, express items shall be delivered to the recipient within the promised time limit as agreed upon” "Email address, recipient"...the above measures are all to protect the legitimate rights and interests of consumers.

  In recent years, the development resilience of my country's express delivery industry has continued to increase.

Last year, my country’s express delivery business volume jumped from “annual average of tens of billions” to “monthly average of tens of billions”.

In December last year, monitoring data from the State Post Bureau showed that my country’s annual express delivery business exceeded the 120 billion mark for the first time, setting a new record high.

  As the pace of high-quality development of the express delivery industry accelerates, solving problems at the end of the express delivery industry has become an imperative to promote high-quality development of the industry.

There are still many problems in the "last mile" of express delivery

  The common people's voice remains high for solving the "last mile" problem of express delivery.

  Logistics expert Yang Daqing observed that at present, problems such as storing packages in stations and express boxes without the consent of consumers, and brutal sorting are still relatively common.

He believes that behind this is the lack of lean management and non-standard services of express delivery companies.

Some consumers call to complain, and relevant personnel will choose to deliver the goods to their doorsteps.

  In rural areas, the "last mile" problem of express delivery is more prominent.

Villagers rarely receive inquiry calls from the courier. They are usually directly notified to go to the express delivery station to pick up the express delivery.   In response to these problems, the "Measures" propose that companies operating express delivery services are not allowed to confirm receipt of express delivery without the user's consent, and are not allowed to deliver express delivery to express terminal service facilities such as smart express boxes and express service stations without authorization.

At the same time, it was also mentioned to ensure the safety of express items, prevent them from being lost, damaged, or lacking internal parts, and express items must not be thrown or trampled on.

  In response to the content of the "Measures" that "express delivery is not allowed to be placed at the post station", many netizens expressed their expectation. At the same time, they also said: "The rules are very good, but the main thing is to implement them."

It falls on the shoulders of each courier

  Behind the over 100 billion express delivery items in our country every year are the courier boys who are constantly running to deliver express delivery to consumers one by one.

The implementation of new express delivery regulations will ultimately fall on the shoulders of individual couriers.

  Xu Yong, vice president of the Express Branch of the China Communications and Transportation Association, believes that after the "Measures" are officially implemented, the following phenomena may occur: express delivery complaints will increase. On the one hand, couriers who fail to deliver express delivery to the door as required may be complained; On the one hand, couriers deliver goods to their doorsteps, but some people are not at home and complain about problems such as lost couriers.

  Therefore, many people believe that after the formal implementation of the "Measures", more pressure will be transmitted to the delivery boys.

  At about 19:00 on February 25, Li Ming (pseudonym), a STO Express guy in Chaoyang District, Beijing, was still delivering express. He had just sorted out more than 30 express deliveries and spent more than half a day calling the owners of the express delivery one by one. Hours later, there are still dozens of parcels left to sort out.

As usual, he will drop these deliveries directly at the doorstep of the delivery owner.

  Li Ming delivers about 300 express deliveries every day. Before deducting various costs, his income from delivering one express delivery is about 1 yuan.

Li Ming said that he does not deliver many express deliveries. Although there are express lockers in the community, he usually delivers them directly to his door. Most of them leave them directly at the door of his house and leave without making phone calls or knocking on the door.

  Article 28 of the "Measures" stipulates that the recipient can confirm receipt of the express delivery by signing or in other express ways that are easy to identify and save, or can designate a recipient to accept the express delivery and confirm receipt of the express delivery.

  Delivering express delivery is a "rush" job, and it is not easy for the courier to confirm the recipient one by one or the relevant person to sign for the express delivery.

Li Ming has to call a lot of people a day, and he is lucky to get through once. Often, he can't get through even if he calls three times. An express delivery takes two to three minutes, plus door-to-door delivery and knocking on the door, and many people are not at home. It is more difficult to ask someone to sign for it or have someone else collect it on their behalf.

Li Ming did not understand that the "Measures" were about to be implemented, let alone the impact this new regulation would have on him.

He said: "It's impossible to send them one by one like that."

  On February 25, a Yunda Express guy from Chaoyang District, Beijing saw on Douyin that the new express delivery regulations were about to be implemented.

He said that although there is a courier locker in the community, he has always delivered the goods to his door, and also left them at his doorstep.

"If you have to ask for a phone call, you can't deliver it."

Give more choice to consumers

  The "price war" in the express delivery industry continues for a long time.

Xu Yong pointed out that the express delivery industry has been "e-commerce dependent" for a long time, that is, express delivery from e-commerce accounts for the majority of express orders. "Now the pricing power of express delivery is not in the hands of express companies, but more in the hands of e-commerce companies." Here, because e-commerce companies control the supply of goods, they use their advantage in supply to drive down express delivery prices."

  Express delivery fees are generally relatively low, and couriers at the end of express delivery can get less money for delivering an order. More deliveries lead to more income. In order to improve delivery efficiency, many couriers will choose to deliver express delivery directly to express stations or delivery stations. Leave it at the door of the owner's house.

  In Xu Yong's view, with the implementation of new regulations, the pressure of "door-to-door delivery" of express delivery will indeed be transmitted more to couriers.

Couriers need to call consumers one by one, and the delivery efficiency will also be affected. For them who are at the end of the delivery and the delivery fee is not high, the delivery efficiency is affected, and their work is "increased".

  "The era of barbaric growth in the express delivery industry is over, but the inertia of barbaric growth and development is still there. A considerable number of express delivery companies still rely heavily on price wars and scale effects to gain market share." Yang Daqing believes that price wars bring about mutual consumption competition, and Instead of mutually stimulating competition, bad money drives out good money, which is harmful to market order, enterprise development, and people's experience. The economies of scale it brings are also watery economies of scale.

  Yang Daqing believes that the more detailed and strict "Measures" will help the industry enter a positive cycle of competition, and will also help to comply with laws and regulations and become bigger and stronger.

He believes that under decentralized consumption-based competition among enterprises, the rights and interests of couriers will not be fundamentally protected.

In the short term, in areas with insufficient terminal manpower, the pressure brought by the new regulations will be directly transmitted to couriers, and the couriers may be the ones who feel the most pain.

The express delivery industry needs to improve the trade union system and truly safeguard the rights and interests of express delivery practitioners.

In the long run, if the "Measures" are strictly implemented, the market space of some companies with extensive development will inevitably shrink, thereby promoting the industry to enter a positive cycle of healthy development. Only by making companies bigger and stronger can they truly protect the rights and interests of express delivery practitioners.

  Cost issues have also triggered concerns among consumers. Door-to-door express delivery means increased costs to a certain extent, because "the wool ultimately comes from the sheep."

So, will express delivery fees increase as a result?

Establish a linkage mechanism among multiple departments, not only starting from the express delivery company itself, but also starting from the e-commerce link earlier, so that consumers can independently choose the express delivery brand and the delivery location when purchasing products—— Home, inn or express locker, etc., but in each case, the express company needs to clearly mark the price and "give the choice to the consumer."
