China Singapore Finance, January 7 (Reporter Zhang Xu) On January 7, the State Post Bureau's "Express Market Management Measures (Revised Draft)" publicly solicited opinions from units and individuals.

The draft for comments mentions that without the consent of users, companies operating express delivery services shall not confirm receipt of express mails on their behalf, and shall not deliver express mails to smart express boxes, express service stations and other express terminal service facilities without authorization.

On the occasion of "Double Eleven", the largest intelligent automated express sorting equipment in Gansu Province was fully put into use at the SF Lanzhou Peace Distribution Center.

  In terms of express delivery services, the draft also mentions that when express delivery companies deliver express parcels, they should inform the recipients that they have the right to inspect and accept the parcels in person, and the recipients can check the appearance of the parcels.

If the express package is obviously damaged, the recipient can check the appearance of the contents in person or refuse to accept the express.

  The draft for comments also put forward requirements for express privacy protection.

It mentioned that express delivery companies should establish management systems and operating procedures for the production, use, storage, and destruction of express waybills (including electronic waybills) in accordance with laws, administrative regulations and the provisions of the postal administration department of the State Council, and adopt encryption and de-identification. Other security technical measures protect the information security of express waybills, and the identity information of natural persons must not be fully displayed.

No unit or individual may illegally use or resell express waybills.

  What are the penalties for violations?

Article 66 of the Draft for Opinions states that if an enterprise operating express delivery business has one of the following circumstances, the postal administrative department shall order corrections, report criticisms, and may impose a fine of not less than 3,000 yuan but not more than 10,000 yuan; the circumstances are serious , Impose a fine of not less than 10,000 yuan but not more than 30,000 yuan.

The person directly responsible shall be warned by the postal administration and may be fined less than 1,000 yuan; if the circumstances are serious, a fine of not less than 1,000 yuan but not more than 3,000 yuan shall be imposed:

  (1) During the sorting operation, the shipment is thrown, stepped on, or damaged by other means;

  (2) Delivering the express by confirming the receipt of the express or using the smart express box or express service station without the user's consent;

  (3) Failing to deliver the express mail according to the recipient address agreed with the user;

  (4) Other acts that violate laws, administrative regulations, or regulations of the postal administration department of the State Council and damage the legitimate rights and interests of users.
