The four people arrested were Takahiro Iwata (23), a company executive from Koto Ward, Tokyo, and Tsuyoshi Oyama (25), a former part-time worker from Ichikawa City, Chiba Prefecture, all in their 20s.



According to the Metropolitan Police Department, in September last year, he was suspected of violating the Pharmaceutical and Medical Device Act for possessing over 1 gram of illegal e-liquid containing the designated drug ``THCH'' on the streets of Shibuya, Tokyo, with the intent to sell it.



It is believed that Oyama was selling the products manufactured by Iwata and others in his car on the streets of Shibuya's downtown area, with signs saying things like "legal" posted on his car, and each e-liquid being sold by It was sold for 10,000 yen.



THCH is a substance similar to cannabis and was regulated as a designated drug in August last year, but the suspects are believed to have continued to sell it until around December last year.



The Metropolitan Police Department is investigating the route of obtaining raw materials.
