The State Administration for Market Regulation (National Standards Administration) held a press conference today (25th) to release five national standards including "Limits of Heavy Metals and Specific Substances in Express Packaging", "Express Service" and "Express Recycling Packaging Box".

  "Limits of Heavy Metals and Specific Substances in Express Packaging" is the first mandatory national standard for express packaging.

The standard proposes overall limit requirements and individual limit requirements for heavy metals such as lead, mercury, cadmium, chromium, etc. for express packaging products such as paper, plastics, textile fibers and composite materials, and stipulates solvent residues, bisphenol A, phthalate, etc. Limit requirements for specific substances such as diformate esters, and test methods and sampling preparation requirements are given to provide technical basis for the production and testing of express green packaging.

  The new version of "Express Service" is a series of three national standards that further improves the terminology system for express service, with the number of terminology items increased from 80 to 101; it refines the time limit requirements for domestic express services; it strengthens the requirements for the protection of the rights and interests of employees such as education and training, labor security, etc. ; Added data security requirements for the collection, storage, and use of personal information of express delivery users; proposed express delivery and collection requirements for different ordering and delivery methods, and continued to lead the improvement of express delivery service quality and efficiency.

  The national standard "Express recycling packaging boxes" clarifies the three structures of express recycling packaging boxes: nested, folding, and combined; it proposes the strength requirements for resin and plant-based box boards, as well as the physical properties, dimensions and Tolerances, environmental protection and other technical requirements and test methods; suggestions on the number of cycles and labels of express recycling packaging boxes are given to guide the establishment of a packaging box recycling operation and management system.

  The mandatory national standard "Express Packaging Heavy Metals and Specific Substance Limits" and the "Express Recycling Packaging Box" recommended national standard will be implemented on June 1 this year, and the new version of the "Express Service" national standard will be implemented on April 1.

  The relevant person in charge of the State Administration for Market Regulation said that as of the end of 2023, my country's current express green packaging national standards and industry standards total 26 items, fully covering express envelopes, packaging bags, packaging boxes, electronic waybills, tapes, filling materials, container containers and other major Express packaging supplies.

The mandatory national standard "Requirements for Restricting Excessive Packaging of Express Delivery" currently under development will set forth requirements for the number of express packaging layers, void ratio, use of tape, etc. to avoid repeated packaging and excessive packaging.
