On the evening of January 19, a fire broke out in a dormitory of Yingcai School in Yanshanpu Village, Dushu Town, Fangcheng County. The accident killed 13 people and injured 4 others.

1. Basic information about the school
The school is a private boarding school. It was established in 2012 with the approval of the Fangcheng County Education and Sports Bureau. It covers an area of about 30 acres and has a construction area of about 8,600 square meters. The legal representative is Li Jizhong.
The school has 6 kindergarten classes with 169 students and 9 faculty members; there is one class each from the first grade to the sixth grade of elementary school with 344 students and 28 faculty members.
2. Regarding the situation of some students who did not leave school on January 19 (Friday)
The school, at its sole discretion, will take breaks every two weeks for four consecutive days at a time.
Primary school students were originally scheduled to continue attending classes on the weekends of that week (January 20 and 21). A total of 307 primary school students stayed on campus that night.
3. Relevant circumstances at the accident scene
The accident building has four floors, a brick-concrete structure. The first floor is a kindergarten classroom, the second floor is a girls dormitory, the third floor is a boys dormitory, and the fourth floor is not in use.
The fire scene was dormitory 305 on the third floor of the building, covering an area of about 56 square meters.
There are two doors in the dormitory, one of which is for students to enter and exit normally. This door is never locked at night, making it easier for students to enter and exit the public restroom outside the dormitory.
There were 32 third-year male students living in the dormitory that night and one dormitory administrator (head teacher).
4. About the rescue situation after the fire
At 23:00 on January 19, the Fangcheng County Fire Rescue Brigade Command Center received the alarm and quickly mobilized rescue forces to rush to the scene for disposal. At 23:38, the open fire was extinguished and no ignition occurred in other dormitories.
Fangcheng County 120 Command Center dispatched medical ambulances and medical personnel to carry out medical rescue on site; Fangcheng County Public Security Bureau sent multiple police types to participate in rescue and treatment on site.
A total of 294 students were safely evacuated to the Western Teaching Building.
5. Regarding the number of injured and their treatment situation
Among the 19 third-year students in dormitory 305 who were evacuated, Wu Moumou was seriously injured and was immediately sent to a hospital in Pingdingshan for treatment, and then transferred to a burn specialist hospital in Zhengzhou. The hospital set up a special treatment expert team and contacted three national-level Experts are conducting remote consultations and are saving the injured at all costs to ensure recovery.
At present, the student's respiratory burns have improved, the wound has been bandaged and treated, the airway mucosal edema has further subsided, the blood gas analysis is normal, and the vital signs are stable.
After the students were evacuated and transferred, school teachers and medical staff further checked the students' physical conditions and found that three students had external injuries, so they were sent to a hospital in Fangcheng County for further examination.
The examination showed that one student had irregular blisters and local redness and swelling on his right wrist and left palm; one student had redness and swelling on his left auricle; one student had local redness and swelling on his left forehead, left auricle, right calf, and right buttock. Regular blisters.
In order to ensure the treatment effect, the three students were transferred to the burn specialist of a tertiary hospital in Nanyang City for diagnosis and treatment.
At present, all three students have been discharged from the hospital.
6. Regarding the aftermath
The Fire Accident Disposal Headquarters set up a working group and a special service class for the families of the deceased students to fully carry out the treatment of the injured, comfort for the families, and aftermath treatment. Key medical staff in the county were dispatched to Zhengzhou and Nanyang hospitals to ensure service; proactively communicated with the victims Communicate with family members and do a good job in emotional and psychological counseling, health monitoring, etc.; actively communicate with insurance, human resources and social security, civil affairs, education, finance and other departments to provide financial compensation and hardship assistance in accordance with laws and regulations, and implement them as soon as possible.
At present, except for the four injured students, all other students who have been safely transferred have been transferred to public schools where they are registered.
7. Regarding accident investigation and accountability
Currently, the provincial investigation team is conducting a comprehensive investigation into the cause of the accident, the nature of the accident, the deployment of fire-fighting equipment, etc. The results of the investigation will be announced in a timely manner.
Seven relevant responsible personnel of the school involved have been controlled in accordance with the law.
The disciplinary inspection and supervision departments will simultaneously launch accountability investigations, and those involved in dereliction of duty will be seriously held accountable in accordance with laws, regulations and disciplines.
