Give full play to the effectiveness of the public interest litigation system
Yue Xiangyang, deputy procurator general of the Beijing Municipal Procuratorate, said that the Beijing Municipal Procuratorate focused on the concerns of the people, focusing on the illegal sale of blind boxes or substandard goods to minors, the illegal operation of unqualified kindergartens, the production and sale of pirated or violent children's books, the imperfect barrier-free facilities for minors, and the failure of online platforms to take measures to protect minors in accordance with the law, excessive collection of minors' personal information or dissemination of bad information, and failure to implement anti-addiction requirements for online games. On issues of violations of minors' public interests, actively and steadily carry out public interest litigation procuratorates, urging relevant units to perform their duties and responsibilities in accordance with law, and promoting the implementation of legal provisions on the protection of minors.
At the same time, comprehensively advance the centralized and unified handling of the "four major procuratorates" of juvenile criminal, civil, administrative, and public interest litigation, thoroughly implement mechanisms for juvenile procurators to perform their duties in an integrated manner, perform their duties comprehensively, and actively perform their duties, persist in "multiple investigations in one case", comprehensively and systematically review leads on violations or risks to minors' public interests reflected in all types of judicial cases, actively perform procuratorial duties in public interest litigation, and promote the realization of traceability governance.

In response to the discovery of illegal situations in some private theaters where minors are allowed to stay overnight without checking their identity documents, where minors are allowed to enter in scripted entertainment business venues where scripted scenes are not suitable for minors, tattoo shops tattoo minors, and school supplies such as teaching and auxiliary materials for primary and secondary schools and lamps for reading and writing homework do not meet national standards, promote industry governance through methods such as public interest litigation consultation and pre-trial procuratorial suggestions.

The Beijing Municipal Procuratorate has set up a "Digital Unprosecuted Youth Research Group" to establish a regular scheduling work mechanism, and the city's unprosecuted procuratorates have successively established and used 11 big data legal supervision models such as "Campus Neighborhood Governance", "Mandatory Reporting of Cases of Violations against Minors", and "Procuratorial Integration and Performance of Duties on the Hotline for the Protection of Minors", and compared open source geographic location information, enterprise registration information and other data with "12345" Citizen service hotline data for the protection of minors, as well as relevant administrative regulatory information and data collision comparisons, discovering that there are illegal venues for minors' activities around campuses, traffic safety facilities that do not comply with regulations, cases of violations against minors that have not implemented a mandatory reporting system, online platforms that have not lawfully performed their obligations to protect minors, and other leads that infringe on the public interest, are to carry out targeted efforts such as lead verification and preliminary investigations, and carry out public interest litigation in accordance with law that meets the requirements for filing a case. In 2023, the city's procuratorial organs will discover 1175,235 clues of public interest litigation and handle <> public interest litigation cases through the legal supervision model of unprosecuted big data.
