Practicing medicine for many years, Cai Jingjing is deeply aware of the importance of treating chronic diseases at the grassroots level. According to the data she provided, 30% of the total number of people with hypertension in Hunan Province is counted, and if all people with hypertension need outpatient clinics in a community of 5,180 people, the number of such patients will reach <> per day, which greatly increases the burden on the medical system.

In the face of a huge population of chronic diseases, Cai Jingjing was inspired by the dynamic health code and dynamic itinerary code in the past. "By building an artificial intelligence model for chronic disease risk assessment, based on the blood pressure, blood sugar and blood lipid monitoring values uploaded by patients, low-risk patients are assigned green codes, medium-risk patients are assigned yellow codes, and high-risk patients are assigned red codes, which is conducive to the efficient use of medical resources and accurate diagnosis and treatment. ”

During the two sessions in Hunan in 2023, Cai Jingjing submitted a proposal on "Promoting the Treatment of Chronic Diseases and Health Management Capabilities at the Grassroots Level with the Digital Grid Medical Management Model as the Starting Point". After receiving a reply from the Hunan Provincial Health Commission, she and her team carried out pilot promotion in Changsha County, Wangyue Lake Community and Xianjiahu Community to build a digital management platform.

"Taking Changsha County as an example, through the establishment of a digital management platform, the standardized management rate of patients has increased from about 2018% in 40 to more than 70% in recent years, and the incidence of cardiovascular events has also shown a turning point in decline. Go to the grassroots, enter the community, and visit residents...... In order to serve the chronic disease population more accurately, Cai Jingjing has carried out the grassroots investigation of chronic diseases since she took office. In August 2023, his team released the first cardiovascular and cerebrovascular disease prevention and control report in Hunan Province based on data from medical institutions, primary public health, medical insurance and disease control, "Summary of Cardiovascular Health and Disease Report in Hunan Province (8)", proposing that the integration of medical treatment and prevention should be accelerated, information silos should be eliminated, and health responsibilities should be implemented, so that medical resources can better benefit people from all walks of life.

As a member of the Democratic National Construction Association and a member of the Chinese People's Political Consultative Conference (CPPCC) in the medical and health sector, Cai Jingjing also pays attention to the democratic supervision of the ecological and environmental protection of the Yangtze River. Last year, Cai Jingjing followed the Central Health and Medical Commission of the China Democratic National Construction Association to Junshan District, Yueyang City, to participate in the free clinic activity of "Caring for Retired Fishermen and Building a Healthy Defense Line", and finally set her sights on antibiotic pollution in the Yangtze River Basin.
