The reporter learned on the same day that the China Tobacco Control Association will hold the 2023 cross-strait and Hong Kong and Macao tobacco control exchange activities in Shanghai, inviting tobacco control workers, experts and scholars from Shanghai, Hong Kong and Macao to exchange and share tobacco control experience and achievements, and work together to promote the construction of a healthy China.

Since the implementation of the Regulations on Smoking Control in Public Places in Shanghai in 2010, Shanghai has continued to strengthen social co-governance in tobacco control work, forming a "six ones" model of tobacco control publicity and supervision and law enforcement (i.e., a set of systems, a mechanism, a line, a map, a network and a series of working methods), and has achieved remarkable results: the adult smoking rate in Shanghai has been declining for 12 consecutive years, reaching 2022.19% in 4. This is down 2010.7 percentage points from 5, when tobacco control legislation was enacted, and is far lower than the national rate of 24.1%. It is reported that for more than ten years, Shanghai has continued to provide replicable and promotable solutions for tobacco control and urban governance across the country. On the 2023 World No Tobacco Day, Shanghai took the lead in launching the "Tobacco Control Action Trilogy" in China, namely "complete indoor smoking ban, no outdoor smoking, and please see the signs for smoking", and "combination of dredging and blocking" to continuously strengthen the social co-governance of tobacco control and promote the refined governance of the city.

With the official implementation of the "Shanghai Patriotic Health and Health Promotion Regulations", Shanghai has further strengthened the supervision and law enforcement of tobacco control in public places through "co-participation" in tobacco control management, focusing on key and difficult places. Encourage the public to provide clues to problems through the "Tobacco Control Heat Map" to strengthen social supervision; Consolidate and improve the effectiveness of smoke-free party and government organs, smoke-free medical and health institutions, smoke-free schools, and smoke-free families; Improve the construction of smoking cessation clinics, smoking cessation hotlines, community smoking cessation interventions, and other smoking cessation service networks and systems. The health department has also issued relevant supporting diagnosis and treatment standards, improved the professional capacity of smoking cessation intervention, and improved the construction of the network system.

As an early anti-tobacco city, Hong Kong enacted legislation in 1982, and the smoking ban at that time was limited to lifts, theatres and public transport. In 2007, the smoking ban was significantly extended to indoor and some outdoor public places, and a fine of HK$1500,1982 was imposed on violators. Under the multi-pronged tobacco control policy, the smoking prevalence in Hong Kong has dropped from 23.3% in 2022 to 9.5% in 2025, with a target of reducing the smoking prevalence to 7.8% by 62. It is learnt that in addition to tobacco control, Hong Kong has been stepping up the promotion of smoking cessation services and cooperating with non-governmental organisations to provide free smoking cessation services in the community to promote a smoke-free life to the public. Hong Kong's tobacco tax has already risen to 75% of the retail price, and it is planned to increase it to <>% in the future, which will further promote the reduction of smoking rates. In addition, Hong Kong has imposed a total ban on tobacco advertising, promotion and sponsorship. It has been revealed that in the future, Hong Kong will further focus on reducing tobacco-related diseases and deaths, reducing the burden of smoking on the medical system, and other aspects to achieve the next stage of tobacco control goals.

On December 2022, 12, Macau's e-cigarette ban came into effect, prohibiting all activities related to the production, sales, distribution, import and export of e-cigarettes, including: prohibiting the carrying of such products out of the country and into the Macao SAR, which means that Macau has entered the era of "total ban" on e-cigarettes. Since the implementation of the new tobacco control law in Macao in 5, the Macao SAR Government has strictly enforced various tobacco control policies and measures: except for the permitted smoking rooms set up in airports and entertainment venues that meet the new standards, smoking is prohibited in all public indoor places in Macao, and smoking is also illegal within 2012 meters of bus stops and taxi stands. Illegal smokers will face a fine of up to 10,1500 patacas if they are found to be convicted. According to the results of the 2022 Macao Population Tobacco Use Survey, Macao has reached the target of "a relative reduction of 2025% in tobacco use by 2010 compared to 30" set by the World Health Organization ahead of schedule.

It is understood that tobacco control work is facing the dual challenges of new tobacco products and traditional tobacco products. Experts participating in the 2023 Cross-Strait, Hong Kong and Macao Tobacco Control Exchange Activities have said that in the future, tobacco control work will continue to focus on smoke-free legislation, smoke-free environment, tobacco monitoring, warning of tobacco hazards, smoking cessation services, smoking and related diseases, youth tobacco control, tobacco taxes and prices, tobacco ban advertising and sponsorship, e-cigarettes, etc., to promote tobacco control social co-governance and help build a healthy China.
