The competent departments for housing and urban-rural construction and relevant professional departments should actively improve the enterprise qualification approval mechanism, improve the level of enterprise qualification review informatization, improve the efficiency of examination and approval, and ensure that approval decisions are made on time. The Ministry of Housing and Urban-Rural Development is responsible for the examination and approval of enterprise qualifications, and the expert review and public review results are completed within <> months, and enterprises can log in to the government service portal of the Ministry of Housing and Urban-Rural Development and click the column of "Application Progress Inquiry (Acceptance and Issuance Information Inquiry)" to inquire about the approval progress and results.
2. Unify the national qualification examination and approval authority. From the date of implementation of this notice, pilot areas with decentralized enterprise qualification examination and approval authority will no longer accept pilot qualification applications, and will be uniformly implemented by the Ministry of Housing and Urban-Rural Development. Applications accepted in pilot areas shall be examined and concluded within the specified time. The qualifications issued during the pilot period shall continue to be valid until the expiration of the validity period of the qualification certificates, and where the enterprises are suspended for rectification, downgraded their qualification levels, revoked or revoked in accordance with the law, the competent departments of housing and urban-rural construction in the pilot areas shall implement them.
3. Strengthen the qualification verification of enterprise restructuring and division, merger. If an enterprise applies for qualification verification due to reorganization and division, it shall assess the original enterprise and the successor enterprise according to the qualification standards. If an enterprise applies for qualification verification due to a merger, it needs to evaluate the assets of the enterprise, personnel and relevant legal relationships.
2024. Improve performance recognition methods. The enterprise performance of the enterprise applying for the qualification approved by the Ministry of Housing and Urban-Rural Development shall be a Grade A engineering project that meets the qualification requirements on the National Construction Market Supervision Public Service Platform (hereinafter referred to as the National Construction Market Platform), and the personal performance of professional and technical personnel shall be a Grade A or Grade B engineering project that meets the qualification standards requirements on the National Construction Market Platform. If the performance is not entered into the national construction market platform, the applicant enterprise shall confirm the authenticity of the performance indicators by the provincial housing and urban-rural construction department where the performance project is located before submitting the qualification application. 5. Increase the intensity of dynamic verification of enterprise qualifications. Enterprises applying for the first-class qualification of general construction contracting and the first-class qualification of professional contracting shall meet the requirements of the number of registered builders and other index requirements required by the "Construction Enterprise Qualification Standards" (Jianshi [159] No. <>).
7. Strengthen credit management. The competent departments for housing and urban-rural construction should increase the intensity of punishment for enterprises and practitioners who violate laws, regulations, and mandatory standards for project construction, such as fraudulent application for qualifications, accidents involving project quality and safety responsibility, and arrears of wages to migrant workers, and include them in credit records. When applying for qualifications, enterprises shall promise the authenticity of the declaration materials such as the legal representative, actual controller, technical person in charge, project leader, and registered personnel, and authorize the competent department of housing and urban-rural construction to verify social security, tax payment and other information.
8. Establish a correspondence and inquiry system. The competent department of housing and urban-rural construction may send a letter to the enterprise to inquire about the complaints, reports, declaration materials, etc. related to the qualification application, and the enterprise subject to the inquiry shall truthfully explain the relevant issues. After correspondence inquiry, if the enterprise admits that the content filled in in the qualification application is false, it shall be closed according to the permission.
9. Strengthen responsibility for platform data supervision. The competent departments for housing and urban-rural construction should strengthen the supervision of the national construction market platform data, implement the responsibility of platform data entry and review personnel, and strengthen the verification of project and personnel performance information. The project information data of the national construction market platform shall not be changed or deleted without authorization, and the data change record shall be permanently preserved. The Ministry of Housing and Urban-Rural Development will conduct spot checks and review of project information by means of on-site verification and remote sensing satellite monitoring, increase the intensity of handling false information, and pursue responsibility in accordance with relevant provisions.
10. Strengthen the building of party style and clean government. The competent departments for housing and urban-rural construction should improve the operation of enterprise qualification examination and approval powers and the mechanism for restricting and supervising them, strictly enforce approval procedures, strengthen clean government education and supervision and management for examination and approval staff and qualification examination experts, and establish and complete accountability mechanisms. Promote the intelligent examination and approval of enterprise qualifications, realize the traces of the entire examination and approval work, and effectively prevent the occurrence of violations of laws and disciplines in enterprise qualification approval.
