The reporter learned at the scene that many villages of the Huling Village Committee and the Najiao Village Committee of Baisha Town have been affected. The culvert under the highway was almost submerged, and the water was rushing, including large areas of shrimp ponds and farmland nearby. Firefighters, armed police, civil affairs and other rescue personnel are using assault boats to go to the affected villages, many roads have been blocked by heavy waters, and public security police are on duty at the scene to maintain order.

A cadre of the village committee told reporters that on the morning of the 9th, the river began to pour irrigation, and the water level gradually rose, and by the afternoon of the same day, seven villages of the village committee had been affected. Wan Jiajie, a villager from Zhutang Village, a village committee member in Najiao, said that at about 9 o'clock on the 16th, the water began to flood his house, and in about an hour, the water level had risen to about one meter.

A villager from the Huling village committee told reporters that his home was flooded at about 11 o'clock, and the floodwater has now overflowed the window on the first floor.
