The reporter learned at the scene that many villages of the Huling Village Committee and the Najiao Village Committee of Baisha Town have been affected. The culvert under the highway was almost submerged, and the water was rushing, including large areas of shrimp ponds and farmland nearby. Wan Jiajie, a villager from Zhutang Village, a village committee member in Najiao, said that at about 9 o'clock on the 16th, the water began to flood his house, and in about an hour, the water level had risen to about one meter.
