Chongqing, May 5 (Zhongxin Net) -- Early in the morning, on the bank of the Pu River in Chongqing's Wansheng Economic Development District, residents have leisurely walked their dogs on the waterfront trail; The trees on the shore are lush, and through the gaps between the leaves, birds occasionally fly overhead...

The Pu River, also known as the Xiaozi River, is a secondary tributary of the Yangtze River. "In the past, a lot of agricultural and domestic sewage along the Pu River was directly discharged, and silt was deposited at the bottom of the river, and the water quality deteriorated." Luo Zaibo, head of the pollution prevention and control section of the Wansheng Economic Development District Ecological and Environmental Bureau, told reporters on the 29th that in recent years, thanks to the effective use of the big data system of water environment management of "Dayu Water Control", "the clear and clean river I was a child has returned."

At present, Chongqing has launched the "handheld" APP of the sewage outlet into the river, improving the functions of investigation, monitoring, traceability and remediation, integrating high-precision satellite images, water system distribution maps, river course directories, state-controlled section location relationship maps and other information to realize automatic data import, automatic correlation and automatic filling, providing technical support for effective control of river pollutant discharge.

"Just in February this year, the Puhe section found that the permanganate index exceeded the standard, and the mobile phone APP immediately pushed the situation to me." Luo Zaibo introduced that after grasping the situation, real-time data query, pollution source search and screening of characteristic factors and other means were carried out through the APP to accurately trace the source, from the discovery of the problem to the solution of the problem, less than 2 hours before and after. "Before there is a big data system for water management, it will take at least a few days or more to solve this problem." He said.

It is understood that the "Dayu Water Control" system fully integrates basic data such as surface water, drinking water, and various pollution sources, and has functions such as data query, video surveillance, analysis and traceability, and problem handling, which provides strong technical support for water pollution system governance, scientific governance, and precise governance, and a new pattern of grassroots "digital intelligence" water management has initially taken shape.

Liu Xiao, director of the technical office of Chongqing Ecological Environment Big Data Application Center, introduced that Chongqing's "Dayu Water Control" water environment management big data system comprehensively uses the Internet of Things, video surveillance, satellite remote sensing, drone flight and other technologies to initially establish a "air-space-ground" integrated digital water ecological intelligent perception network, forming an "environmental protection sky eye" and realizing intelligent monitoring of 120 rivers. At the same time, the system uses AI image recognition to automatically grasp problems such as river garbage around the section of 1 km to 3 km around the clock, and uses thermal imaging technology to find problems that cannot be distinguished by the naked eye.

Liu Xiao said that the "Dayu Water Control" system divides Chongqing into more than 2,4 catchment areas, portrays the characteristics of the basin from multiple aspects such as water environment, water resources, water ecology, water pollution, and water supervision, uses 7 million pieces of data to carry out the "portrait" of the river basin, and establishes the correlation relationship between "section-river section-catchment-pollution source", calculates the pollution contribution of the river basin, carries out accurate traceability, and improves the traceability accuracy by 80% on average.

The data shows that from January to April 2023, the water quality of the Chongqing section of the main stream of the Yangtze River was maintained as Class II., and the proportion of excellent water quality in 1 state-controlled sections reached 4.74%, 98.6 percentage points higher than the national assessment target, effectively protecting the clear water of the river flowing eastward.

Lu Li, deputy director of the Water Ecology and Environment Division of Chongqing Municipal Ecology and Environment Bureau, said that in the next step, Chongqing Municipal Ecology and Environment Bureau will further deepen the construction of the big data application system of "Dayu Water Control", form a digital collaborative governance system of "five water co-governance" of water environment, water ecology, water resources, water security and water culture, and strive to create a new paradigm of high-efficiency governance of water environment with Chongqing's recognition.
