More and more car owners choose to purchase new energy vehicles, but the subsequent installation of charging piles for new energy vehicles has made many car owners face difficulties.

Mr. Wang, who lives in Longzeyuan, Shanyang Town, Jinshan District, Shanghai, said that some fixed parking spaces on the ground in the community have installed charging piles, and for the convenience of installation, they have also destroyed the greenery.

In this way, it seems unfair to residents who do not have fixed parking spaces but have charging needs.

  [Explanation] The relevant person in charge of the community property said that according to the "Interim Regulations on the Construction and Management of Electric Vehicle Charging Facilities in Shanghai", owners who have a fixed parking space with a lease period of more than one year can install charging piles.

At the same time, according to the actual situation of the community, the two parties also signed a prerequisite agreement.

  For the fixed parking space, the installation of (charging piles) is allowed, provided that we have an agreement. After the fixed parking spaces are cancelled, the (fixed) charging piles will also be cancelled.

  [Explanation] In response to Mr. Wang's question, the person in charge said that it is indeed difficult to implement the application for fixed parking spaces according to the current status of the community.

So, is there no way for owners of parking spaces to realize their desire to charge at their doorstep?

Not necessarily, more than half a year ago, the Shanxin Sunshine City Community of Petrochemical Street opened 15 public charging stations in the community through consultation.

  After the implementation, the response of the residents in the community is very good, and some residents used to need to go outside to charge, or need to find a place to charge themselves, but now they can charge at their doorstep.

  [Explanation] At present, most of the built communities basically use public charging spaces to meet the charging needs of owners of temporary parking spaces.

In fact, in order to address similar problems, at the beginning of 2022, the General Office of the Shanghai Municipal Government issued the "Implementation Opinions on Further Promoting the Construction of Charging and Swapping Infrastructure in this City", which stipulates that new residential areas must formulate charging facilities. Supervise and check key links such as planning approval, construction drawing review, completion acceptance, and delivery of new residential projects, and strictly implement the requirements for the construction and installation of charging facilities in newly built communities.

  It is hoped that the relevant functional departments will have a supervision and inspection force for the rational layout of the newly built community (charging piles), and urge developers to complete the basic supporting facilities of the community.   [Explanation] Not long ago, Shanghai Municipal Transportation Commission, Municipal Development and Reform Commission, Municipal Public Security Bureau and other departments have jointly issued the "Shanghai Municipal Public Parking (Garage) Charging Facilities Construction and Management Measures", and clearly stated that, From April 1, 2023, the city will actively promote the construction of commercial charging piles and dedicated charging parking spaces.

  For the newly expanded public parking lot, we require 10% charging piles, 10% of the total parking spaces, and at least 30% of the 10% are fast-charging charging piles. If it is an existing public parking lot For facilities, we require (parking) garages to be gradually completed. At least 5% of the parking spaces should be equipped with charging piles, and 1.5% of the parking spaces should be equipped with fast charging piles.
