Chinanews.com, Hangzhou, March 2nd (Guo Qiyu) On March 2nd, under the joint witness of the procuratorial organs, forestry departments, public security organs, and botanical garden scientific and technical personnel, 27 pots of the wild protected plant golden dog fern were transplanted from different places. Shangcheng District, Hangzhou City, Zhejiang Province returned to its original place, Pingyang County, Wenzhou City, and returned to the embrace of nature.

Golden dog fern is a second-class national protected wild plant, which has certain medicinal value and high ornamental value.

In recent years, criminals have stolen and dug the golden dog fern in the wild, which has destroyed the reproduction of the wild population and caused adverse effects on its original environment.

In 2021, Zhang and his wife were caught selling golden dog fern. After investigation by the police, the couple purchased 170 pots of golden dog fern from Zhangzhou City, Fujian Province, and sold them at a flower and bird market in Hangzhou.

During the sales process, some plants died due to environmental, maintenance and other reasons. By the time they were seized in September 2021, a total of more than 140 golden dog ferns had been sold or died, and another 27 pots of golden dog fern that had not been sold were handed over to Hangzhou Botanical Garden for temporary management. protect.

Zhang was held criminally responsible for the crime of endangering national key protected plants.

At the same time, due to the loss of wild plant resources caused by the behavior of the husband and wife, the People's Procuratorate of Shangcheng District, Hangzhou City filed a civil public interest lawsuit, requiring the two to bear more than 35,000 yuan in compensation for ecological damage.

In November 2022, Zhang and his wife reached a mediation with the procuratorate and fulfilled all the appeals, and all the more than 35,000 yuan will be used for ecological environment restoration.

As for the remaining 27 pots of golden dog fern, Wang Hongyi, a technical staff member of Hangzhou Botanical Garden (Hangzhou West Lake Garden Science Research Institute), said that due to climate differences, golden dog fern likes warmth and has high requirements for water quality and soil, so it cannot be used in northern Zhejiang. Living in a greenhouse for a long time is also detrimental to its growth. The best way is to let them return to the wild.

For this reason, the People's Procuratorate of Shangcheng District found a place suitable for the growth of golden dog fern in the state-owned Pingyang Forest Farm of Zhejiang Province in Wenzhou City after consultation with many parties.

"In addition to cracking down on illegal activities, we also strengthen the restoration of ecological resources, thus forming a closed-loop model of administrative supervision-criminal crackdown-public welfare accountability-ecological restoration." Luo Yuelai, director of the Seventh Procuratorate Department of the Shangcheng District People's Procuratorate explain.

After "transplanting" 27 pots of golden dog fern in different places, Shangcheng District and Pingyang County also set up a "Hangzhou Shangcheng·Wenzhou Pingyang 'Golden Dog Fern' co-construction base" at the replanting point to ensure the construction of ecological civilization with high-quality judicial services.

It is reported that this case is the first case of "returning from another place" of a key protected wild plant in Zhejiang.
