To complement the topic of government learning, today's article reviews the "Learning Ladder", which was developed by experts from the World Bank, and the applications of the learning ladder were published in a report that exceeded 200 pages, and the theory of government learning was built through thousands of observations and contributions from workers in the sector. government, civil society and international organizations.

It is worth noting that the idea of ​​the learning ladder is just one of the mechanisms and methods of government learning, and it is not the only one.

The ladder consists of eight successive stages: visualization, certainty, adaptation, internal reflection, external reflection, re-imagining, transformation, and formation.

These stages seem incomprehensible, but I have endeavored to Arabize them as much as possible, and each stage will be briefly explained. When these stages are implemented, an educational process is created that works on behavioral change in government institutions, as well as the behavior of employees and even all concerned partners, dealers, suppliers... etc.

The event to which the learning ladder will be applied is chosen and a simple process is designed to implement the eight steps, taking into account all the circumstances surrounding the concerned institution, such as the skill level of the concerned persons, the percentage of empowerment available to them, previous experiences, any local or national requirements such as the national agenda.

The first stage in the ladder of government learning is perception (or understanding) and it means trying to understand the event in question. If a big mistake occurred or a particular government policy did not come out with what was expected of it, then all dimensions related to the subject are understood here, especially in the case of crises and disasters, and here it should be. The presence of a “facilitator” who has sufficient experience and training in the types of learning to ask questions and collect the necessary information and data, with a clear definition of the problem and a diagnosis of the existing situation, and this stage is similar to many other consulting methods, where the situation should always be understood and all questions that Leading to understanding it, the second stage is the certainty, where the conclusion and the analysis that was done in the first stage is presented to a group of experts from the internal and external stakeholders. That the analysis carried out in the first stage isA careful analysis, and he has reached a real understanding of the subject, and this stage is important because it gives certainty that the basis on which the new construction will be made is a sound foundation and is not tainted by errors.

The third stage is adaptation, where roles are distributed to the work team in relation to the next stages of developing solutions, where a document is prepared with all the necessary requirements and resources, whether financial, human or logistical, with a timeline for the next stages and reconfirmation of the desired results with decision makers. , where the requirements or needs of decision-makers may change after the clarification of the circumstances in the first and second stages.

Although the application of the ladder of learning takes a lot of time, I will explain it fully to the scientific secretariat, and then I will present a brief model in line with the nature of government work in our Arab world.
