Konashenkov said the move was aimed at strengthening the Russian military's presence in the area to achieve "the stated goal of the special military operation to liberate Donbass".
According to the Ukrainian news agency on the 10th, the Ukrainian armed forces raised the Ukrainian flag in Balakleya that day.
The Ukrainian State Security Service also said on the same day that Ukrainian troops are present in Kupyansk, Kharkiv Oblast.
