"The ongoing reform of the national police with the scheduled lowering of the judicial police (...) can be summed up in one word declined four times, bad".

A tackle with both feet off against Gérald Darmanin, architect of the reform, released by the Attorney General of the Versailles Court of Appeal Marc Cimamonti, during an anaphoric speech last week before the magistrates under his jurisdiction.

This reform, which must be generalized in 2023, and aims to "strengthen the control of the prefectural authority" over this entity and "signs the disappearance of the decentralized and autonomous judicial police at the disposal of the judicial authorities", explained Marc Cimamonti who, for his own reasons, considers it "bad".

He also considers that it is "bad in its gestation with a decided generalization without real experimentation" and "bad in its modalities" with "constant means of investigators".

“Deep malaise of judicial actors”

Finally, it is “bad (…) in that it will lead to neglect and less expertise in the treatment of organized, professional and complex forms of delinquency which are often located at an ultra-departmental level”, concludes the Attorney General.

This reform comes in a context of “deep malaise of the judicial actors” who published a tribune last year crying out their discomfort, also recalled the first president of the Versailles Court of Appeal Jean-François Beynel.

Carried by the Minister of the Interior and the Director General of the National Police Frédéric Veaux, the project plans to place all the police services of a department (intelligence, public security, border police (PAF) and judicial police) under the authority of a single Departmental Director of the National Police (DDPN), reporting to the prefect.

He encounters the opposition of many investigators who fear the dilution of their know-how, even the abandonment of certain territories.
