It is understood that since 2002, triad organizations headed by Ding Jianwei and Ding Wenguo have relied on violence or a reputation for violence in society to control village-level organizations, open casinos in Fuzhou’s urban and rural areas, monopolize surrounding construction sites, bully and mutilate the people. The organized implementation of illegal and criminal activities such as deliberate homicide, deliberate injury, provocation, extortion, opening casinos, forced transactions, and illegal occupation of agricultural land has caused extremely bad social effects.

He said that the organization manipulates village-level organizations and controls grassroots government through violence, threats or election bribery, and uses violence and its own social influence to commit long-term illegal and criminal acts.
In order to fully investigate the case, the Fuzhou Public Security Bureau established a "10.28" task force in 2018 to unify board and lodging, and handle the case completely off the job.

The case seized a total of about 230 million yuan in assets, seized three vehicles with a total value of about 300,000 yuan, sealed and frozen 11 properties with a total value of about 14 million yuan, and other properties involved in the case were worth more than 207.5 million yuan. The assets involved were temporarily detained and frozen at 8.2 million yuan. .

In Fuzhou, the villages with annual operating income of more than 50,000 yuan in collective economy increased from 11.9% at the beginning of last year to 100% at the end of June this year.
