[Explanation] On the afternoon of August 21, the Hong Kong Special Administrative Region Government announced the details of Hong Kong's "Universal Community Testing Program" and summarized its anti-epidemic work for several months. Carrie Lam said that with the support of the central government, the SAR government now has the ability to implement universal community testing.

  The Hong Kong Government is now able to conduct tests for citizens who are not so urgent. We have not set any goals. If you ask me, my goal is to call on as many citizens as possible to voluntarily accept this free test. They can use this to determine their health and help society recover. The testing is free, the steps are simple, and the location is convenient. I think these points we designed will be their motivation for participating in large-scale community testing.

The work will be handed over to the Civil Service Bureau. Director of the Civil Service Bureau Nie Dequan then introduced the specific arrangements for popularizing community testing.

  Now, the government plans to implement the "Universal Community Testing Program" on September 1 this year for a period of 7 days. We will extend it no more than 7 days depending on the actual progress. In other words, the entire plan will not exceed 14 days, that is, two weeks to complete. Except for those who are not suitable, such as those with nose and throat diseases, and children under the age of 6, all citizens who are asymptomatic and hold a Hong Kong identity card can receive virus testing services for free.

  [Commentary] Carrie Lam revealed that in early July, the central government had agreed to the health code clearance plan. Due to the repeated epidemic in Hong Kong, it could not be implemented. She said that the original plan can still be implemented after the epidemic stabilizes. In response to the fierce global competition for the new crown virus vaccine, Hong Kong Food and Health Bureau Director Chen Zhaoshi said that the SAR government must act actively and request the central government.

  The SAR government will adopt a two-pronged strategy to purchase vaccines. On the one hand, we will prepare to participate in the new crown vaccine guarantee mechanism led by the Global Alliance for Vaccines and Immunization, the Alliance for Epidemic Prevention Innovation, and the World Health Organization. To serve as a safety net for 20% of Hong Kong citizens to provide vaccines. On the other hand, based on scientific evidence and clinical data, we will consult the relevant scientific committees of the Department of Health and then purchase more vaccines directly from vaccine manufacturers in various regions. Earlier, we have actively contacted individual candidate vaccine manufacturers to obtain relevant clinical data for evaluation. At the same time, we also made a request to the Central People's Government, hoping to support Hong Kong when vaccines in the Mainland are available.

  [Commentary] Carrie Lam said that with the coordination of the Hong Kong and Macao Affairs Office and the coordination of the National Health Commission, the central government is supporting the three major anti-epidemic projects in Hong Kong, including the "Universal Community Testing Program", the construction of community treatment facilities at the AsiaWorld-Expo A temporary hospital was built on 3.2 hectares of land nearby.
