Implement "withdrawal points and set barrels" to ensure that garbage does not fall to the ground

  Xinzhuang Village is located in the middle of Xingshou Town, Changping District. In such a village with nearly half of the floating population, reporters can hardly see the discarded garbage, nor smell the spoiled garbage.

  This was not the case before 2016. Li Zhishui, secretary of the party branch of Xinzhuang Village, recalled that there were 17 garbage spots in the village at that time. Leftover food and vegetable soup scattered around the garbage spots, and flies and mosquitoes flew around. On April 8, 2016, living in Xinzhuang Village, Tang Yingying, who was a university teacher at the time, found Li Zhishui and wanted to carry out waste sorting in Xinzhuang Village. Tang Yingying's ideas were approved by Li Zhishui.

  Village cadres and volunteers "remove points and set up buckets", all 17 garbage points in the village are removed, and separate garbage bins are distributed to each villager. Cadres, volunteers and cleaners of the two village committees regularly set up points and collect garbage from house to house every day. Villagers no longer dump garbage out to ensure that the garbage does not fall to the ground.

  In 2017, the Xinzhuang village model began to be promoted throughout the town. Gao Shuaijie, director of the Xingshou Town Sanitation Center, introduced that during the promotion process, they evolved the Xinzhuang Village Model into a "Xingshou Model". Now, the town has implemented the "two barrels and two boxes" classification method, that is, put one barrel each of kitchen waste and other household waste, and separate two boxes of toxic and hazardous waste and recyclable items. At the same time, each village in Xingshou Town selected a village-level garbage sorting station for site selection and conducted secondary sorting there.

 The focus of the next stage of work shifts to the end of garbage disposal

  On May 1st, the new version of the "Beijing Municipal Waste Management Regulations" was implemented, which required "in-situ or centralized treatment of biochemical treatment and other technologies" for kitchen waste in rural areas. This also allowed Xinzhuang Village, which has 4 years of practical experience in waste sorting, to shift the focus of the next stage from waste sorting at the front end to waste disposal at the end. After processing, kitchen waste will be mainly used for composting.

  Gao Shuaijie told reporters that part of the food waste in Xinzhuang Village was pulled to the Asowei Domestic Waste Treatment Plant, and a small part of it was tested here for composting, and he purchased small equipment, weeds, straw, branches, fallen leaves, etc. A small crusher crushes, adding food waste and sand and other minerals for composting, and exploring the "Xingshou Mode" version 2.0 of food waste disposal on site.

  However, the new exploration is faced with difficulties such as venue, technology, standards, funding, and sales. Tang Yingying introduced that the existing composting site was temporarily borrowed from the local strawberry garden, and the small area also affected the progress of the experiment. In terms of technology and standards, after more than a year of exploration, Xingshou Town has mastered the primary technology. At present, composting is still at the stage of villagers ’own use. In the future, it needs professional technical support to transform it into economic benefits.

 The implementation of garbage classification should be guided by "behavior"

  Taking Xinzhuang Village as the starting point, the effectiveness of garbage classification in 20 villages in Xingshou Town has been remarkable. Gao Shuaijie introduced that in 2019-2020 of Xingshou Town, garbage was reduced by more than 5,000 tons year-on-year, and the correct rate of villagers was more than 80%.

  But for the vast majority of other rural areas in Beijing, garbage classification began only after the implementation of the new Beijing "Regulations". Both Li Zhishui and Tang Yingying believe that after four years of experience, human work is the most difficult to do.

  Li Zhishui recalled that in the early days of garbage classification, for the villagers who had never participated in the classification, Li Zhishui entered the household himself, and even without wearing gloves, put a bag of the villager's house for a day and night. "He was touched at that time, and now he is one of the best villagers in our village." Li Zhishui believes that villagers must be guided by "behavior", personally enter the household, demonstrate themselves, and classify in order to realize the behavior of the villagers. change.

  "Human work" includes both the awareness of villagers and the attitude of village and town managers. Speaking of experience, Tang Yingying said that she would do it village by village. When a village is clean, villagers in other villages will be motivated when they see it, forcing village cadres to intervene to form a driving force.
