The Minister of National Education Jean-Michel Blanquer unveiled this Tuesday the government's tracks for the gradual return of students to school from May 11. Among these proposals, a return to class spread over three weeks in small groups is envisaged.

This recovery could be done over "three weeks" from May 11, the date chosen by President Emmanuel Macron to start the deconfinement, detailed the Minister before the Committee on Cultural Affairs of the National Assembly. The first week would concern students in the large section of kindergarten, CP and CM2; the second week those of Sixth, Third, First and Final as well as the industrial workshops in vocational high school, before a resumption of the whole of the pupils the third week, with groups not exceeding 15 pupils.

To get there "the student will be in four possible situations", he specified: either in a half-group, or "at a distance", or under study "if the configuration of the establishment allows it", either in a sporting or “awakening” activity if the municipality is able to set it up.

The situation could be simpler in disadvantaged schools, where classes have already been split into CP and CE1, as well as in rural schools with fewer than 15 students per class, said Jean-Michel Blanquer.

"For small and medium kindergarten sections, the goal is for all classes to be back in June," he said, adding that in order to respect the barrier gestures, this required "groups of less than 10 students. " These are “main principles”, but there will be “a lot of local flexibility”, the Minister insisted, unveiling these proposals stemming from consultation with union organizations, federations and communities.

Mask wearing and testing

If a family does not want to send their child to school, this will be possible, but in this case, they will have the obligation to follow distance education: "a pupil will never be outside compulsory schooling". Jean-Michel Blanquer also assured that before the schools reopened, a "health protocol" would be established, with for example a doctrine on the need for tests or the wearing of a mask. When the sanitary conditions are not respected, an establishment "will not reopen", he assured.

Flexibility will also be left to the territories to assess the progressiveness of the recovery. "One can imagine that in certain places the confinement is maintained", even underlined Jean-Michel Blanquer. These points are the subject of consultation with all the social partners and communities, and international comparisons, underlined the Minister, citing in particular the German example.

They "still need to be discussed," he said. "Nothing is final", but these first hypotheses must allow local authorities to "prepare". The decision to gradually reopen schools, guided by the will to fight against the widening of inequalities due to confinement, has been widely criticized in recent days. "Each month of school lost is a huge social problem (...) so it is very desirable to have this gradual return," justified the minister.
