"We" is "them"

——Twenty-one sinking cadres of the Communist Youth League in Beijing

"How many people are segregated at home now? How many new returnees?"

Nowadays, Li Mingfang, a villager in Songlanbao Village, Shahe Town, Changping District, Beijing, who is called "Little Smart", occasionally "failed" in the village's frontline epidemic prevention work and will "help" Xie Fang.

Xie Fang is a youth league cadre of the Shenchangping Service Team under the Beijing Municipal Committee of the Communist Youth League.

"Only if we really become the frontline of the epidemic prevention at the grassroots level, respect and assist their work, so that they can free up their hands to do more important and better things, and maximize the effectiveness of epidemic prevention, is it really a" sink " After more than 40 days of fighting the epidemic, the Xie Fang, who initially "had two eyes and blacked out" the epidemic prevention work of villages and towns, has been able to independently handle the information and answers of 90% of the telephone consultation of the personnel of the epidemic tracking system, winning the Songlanbao Village The trust of village officials.

At the end of February, Xie Fang and 20 cadres from 14 organs within the Beijing Municipal Committee of the Communist Youth League and 7 directly affiliated units responded to the deployment requirements of municipal cadres to participate in community epidemic prevention and control work, sinking into Daxing and Changping communities , The village front, participate in epidemic prevention and control work.

Help not to mess up and let the grassroots workers "breath"

Before leaving, Xie Fang made preparations for staying up all night and being frozen. However, after arriving in Songlanbao Village, the first sentence heard by the team leader of the village resident team was "You can't do anything on duty or at home."

It turned out that the village cadres believed that the sinking service team was not familiar with the village's topography and villagers' information, and could not find out if they were the villagers while on duty. The street administrators and renters are easy to communicate with the villagers and residents, and they are more suitable for household inspection.

"Another reason was that at the time, they thought that we had left for a few days in a symbolic way, so they dared not explain too much work." Half a month after entering the village, Xie Fang learned the truth from Li Mingfang.

"We are here to help, not to chase the guests and add chaos." Xie Fang and other 10 members of Shen Changping negotiated with the village cadres and were divided into three groups: the certificate handling group, the system maintenance group, and the information statistics group. ——Provide certificates and entry and exit permits for people who have passed the isolation period, assist the village to manage the epidemic prevention and control system and sort out the basic data of the rental houses in the village.

The work of the system maintenance team where Xie Fang and Li Yang are located is that, from 9 am to 20 pm every day, real-time statistics and one-by-one verification of the information returned by residents returning to the village on the "Beijing Heart Help" applet.

Previously, this work was only undertaken by Li Mingfang alone. With two powerful assistants, Li Mingfang can finally "breath" and concentrate on doing the best home inspection work.

Also able to "breath" are the staff of Meiran Green Home Community and Yulong Community of Jiugong Town in Daxing District.

"Work on duty, delivery of living supplies, delivery of couriers and takeaways, and handling of joint rental disputes are also very heavy workloads." After the 90s sinking team members Cui Boxiang and Wang Yun were working in the community, under the influence of party cadres, they actively submitted applications for party membership.

More than 30,000 person-times have been registered, more than 47,000 people have been measured, and more than 46,000 vehicles have been inspected ... Since February 29, 11 cadres from the Daxing Service Team have become community "goalkeepers" who are on duty throughout the day 3. Weekends are open to "decompress" community workers who have been on the frontline of epidemic prevention since New Year's Eve.

Long board complements short board to maximize front-line work efficiency

After going deep into the grassroots, the sinking cadres deeply felt that the working atmosphere of villages and towns and communities was active and the mechanism was flexible, but the informationization was relatively weak.

When checking the quarantine information of the returnees and updating the ledgers of the quarantines, Dong Rui found that the original electronic version of the ledgers was not perfect enough to check the information, and even needed to manually calculate the time for the quarantines to release the quarantine.

In addition to working in the community, Dong Rui used programming knowledge to create a "checking applet", so that files that previously took several days to sort out can be generated in minutes.

Songlanbao Village, where Xie Fang sinks, only has a paper version of the "Leasing House Ledger", and it has long been stopped from updating. It is difficult to query the street where each building is located and the information of the homeowners according to this ledger. This has caused inconvenience for the flow administrators of various streets in the village to track the tenants of rental houses.

She, who was a computer professional, collaborated with team members to establish and perfect an electronic version of the "rental house account", which was well received by the village cadres.

Xie Fang used the long board of computer technology to make up for the shortcomings of the front-line informationization work in villages and towns, allowing village cadres to spare more time for other epidemic prevention work.

Among the 21 sinking cadres, the youngest 95-year-old sinking member Zhou Zheng was assigned to the information statistics group. Since February 28, he has counted the information of thousands of people returning to Beijing and made an electronic version of the "floating population account book" containing landlord information, house address, and household identity information.

"This ledger is not only conducive to arranging work, but also improving the management mechanism of villages in the future." Zhou Zheng said.

Reflections and suggestions to promote normal epidemic prevention model

"The hardest thing about community work is what method to choose to communicate with the masses." When it comes to how to communicate, Yuan Chenwei, a sinking cadre in the Youth League Office, learned a lesson from community volunteer Zhang Qin.

"We must think about the problem from the perspective of the residents and let the residents understand that it is good for him, otherwise it will be counterproductive." After Zhang Qin participated in the epidemic prevention work, he did not have any conflicts with the residents once, which led Yuan Chenwei to reflect on and summarize the work methods of the people.

"Our original intention was to solve the most urgent needs at the grassroots level and become a member of the frontline epidemic prevention team." Jiang Wei, a member of the sinking Daxing service team and a retired soldier, has been stationed on the frontline of epidemic prevention with the daily travel of 160 kilometers.

On the second day of sinking, Jiang Zhuo had a red pimple on the cheekbones of his right face. The longer the pimple, the more severe allergic skin inflammation on the right cheek, itchy eyes, and redness on the face. But in order not to delay work, he never went to the hospital.

"Which grassroots staff did not endure hardship or injury? You can't get off the line of fire because of this minor injury." Jiang Wei said.

Xia Lei of the Shenchang Changping Service Team's certification team is a "post-60s". After receiving the notice to form the sinking team, he signed up for the first time.

For more than 40 days, Xia Lei's license-issuing team has handled more than 6,000 people in isolation and access certificates.

"Become a villager and be a villager's side. Only by integrating with the masses can you survive." Xia Lei believes that when communicating with villagers, it is like the usual way of nagging, not stiff attitudes, and "bureaucracy."

At the same time, Xia Lei and colleagues simplified and optimized the certification process. For example, because there are no photos and identity information in the first batch of pass, there is a case of using false information to obtain a pass. They suggested copying the front of the ID card, stamping the village stamp on the back, and giving the pass number. They also refined the division of labor among the personnel of the certificate-issuing team and adopted assembly line operations to reduce the phenomenon of long queues of residents.

Sinking Daxing Service donated plastic sealing machines to the community to solve the problem of residents' second replacement due to damage to the access card; sinking team member Gao Zhenya took the initiative to contact the renting housekeepers of the surrounding housing agencies for the purpose of coordinating the community joint housing dispute during the outbreak The youth who returned to Beijing found a segregated home ...
