The Council of Ministers adopted a policy of protecting people of determination from abuse, with the aim of empowering people of determination and protecting them in society, achieving effective participation for them and giving them opportunities in a safe society that guarantees a decent life for them.

The policy aims to prevent people of determination from being subjected to abuse, to enable people of determination and their guardians and their workers to deal with cases of abuse, and to enable people of determination themselves to defend themselves in cases of abuse, and early detection of possible forms of abuse that may be directed to those of determination .

The policy also aims to increase the national cadres specialized in detecting and dealing with abuse, and raising their efficiency in rehabilitating owners of anxiety at risk of abuse, in addition to providing appropriate forms of rehabilitation and programs for those who have been exposed to forms of abuse and disposing of their effects.

The various forms of abuse to which people of determination may be exposed, such as depriving persons with disabilities of the basics of care, rehabilitation, medical care, or recreation and community integration, or using it to bring in material benefits that are not fundamentally disbursed.

The importance of politics comes at a time when the latest statistics indicate that persons with disabilities are more vulnerable to forms of abuse than others because they are from vulnerable social groups, as their abilities that they enjoy, like their peers, may make them less able to defend themselves in cases of abuse, or a lack of awareness When abuse occurs towards them in cases of intellectual disability and autism, or their sensory deficiencies that hinder their sense of abuse by seeing or hearing them in cases of hearing or visual impairment.

The importance of politics also comes in the light of the psychological and emotional effects that may result from abuse in the long run, knowing that it is difficult to detect some forms of abuse when it is done by caregivers or people close to those of determination, which do not leave any physical features.
