Police said the person reporting the incident had witnessed a man engaging with another person, who had left the site on foot.
Police are investigating murders and are working to identify the deceased.
The site is about a kilometer east of Koharuguchi Mihagino Station on the Kitakyushu Monorail, and houses and restaurants are lined up.
