The fax did not have “training” written on it, and the Nuclear Regulatory Authority confirmed it with TEPCO and found it was training.

For another training, the fact that the regulatory agency was added to the destination of the speed dial to send the fax was because it was not communicated to the training participants.

TEPCO accidentally sent a fax saying “abnormal” to the regulatory agency or local government even though there was no abnormality in the Kashiwazaki-Kariwa nuclear power plant due to the earthquake that occurred off the coast of Yamagata Prefecture in June. That was a problem, and there was a need to prevent recurrence.
