State Duma Speaker Vyacheslav Volodin suggested exploring and debating the issue of criminalizing illegal collection activities. The head of the lower house of the Russian parliament stressed that "our citizens are simply being terrorized by illegal collectors." A year ago, it was stated that we have twice as many such people, who are engaged in the removal of debts, than there are people working on the bright, by-laws side. Therefore, a legislative regulation of this type of activity is necessary, and quite tough. The introduction of criminal liability is also supported by the Chairman of the Central Bank of the Russian Federation Elvira Nabiullina.

It should be recalled that the state began to impose order in the field of collection activities from the beginning of 2017, when new rules were established for these agencies. For example, they were forbidden to work on the debts of citizens for housing services. And the logic of such a ban is understandable, because it threatened with a powerful social explosion. Professional collectors also work under the vigilant control of the bailiffs. The rules are established, now the time has come for strict liability for their violations and their departure to the shadow sector, from where the very terror against citizens is coming from.

At one time, we stepped, eyes shut, into the market. We were told that this is such a wonderful territory where everything is decided by itself, where a certain “higher mind” will do everything wisely, and you only know yourself trust it and go with the flow. However, no particular reason was found there. As it turned out, in order not to fall into chaos and bacchanalia, everything had to be tightly regulated. Who will do this? Of course, a state that cannot be replaced by any “superintelligent” market. Any sphere of activity, when it remains uncontrolled, rolls into chaos and begins to drag out its nostalgia about the customs and methods of the nineties.

In this regard, collectors are a very obvious example, since at some point they became a kind of reincarnation of the notorious brothers from the nineties. Until the state proclaimed a tough course to regulate this activity, collection agencies, in fact, were a mirror of those very nineties today. A bet was made on the ultimate “efficiency”, that is, on achieving results at any cost, and balancing on a narrow line between the law and outright lawlessness and the challenge: am I a collector or a creature trembling ?! the troubled time that everything walks around the outskirts in circles with a great thirst to break into our house again and smash everything in it. Therefore - vigilance and only vigilance, as well as the laws and the sword of the Criminal Code for salvation. And it turns out that if he is absent and the memory of his sanctions has faded, then there is a feeling that everything is possible.

By the way, in those days of the formation and unrestrained triumph of the market in Russia, “collectors” not only took out debts, often invented and inspired, but also shared the property of a once large country. They had work above the roof. This business was also perceived as their duty, and in the sense that they all owe them. Although at that timelessness such a “civilized” word to denote a similar type of activity with an appropriate manner of behavior did not exist yet.

Everything was simpler: bouncers, racketeers and other “masters” of a new country with dizziness from the air of freedom ...

However, you should not reduce the discussion of collection activities to merely knocking out overdue debts of citizens, which begins after a threatening finger and a phrase from the Soviet fairy tale: “Debt is yours!” The problem is much wider, which is why it has a wide public resonance.

Nutritious soil for collection lawlessness is the debt load of the population. Practice from the same dashing times of sitting people on the headstock, after which the punishing counter is turned on.

The strategy is here, like the cat Basilio and Alice's fox. They patronized Pinocchio for the time being, urged him to an extremely “profitable” enterprise, but as soon as he found himself in a difficult financial situation - the investments did not sprout and were expropriated - this couple began to haunt and nightmare him along with Karabas.

Therefore, you should always remember about all kinds of "black lenders" and money lenders, various microfinance organizations, banks that weave their financial networks and catch people in them by any means. Therefore, it’s better to once again recall the imperative from the well-known song of the Mumiy Troll group: “Leak out!” I’m not sure about the maniac, but what they want to put us on the hook is for sure. And then collectors come ...

The domestic legislator is also working in this direction. Recently, a bill on the administrative liability of banks and microfinance organizations for abuse was introduced to the State Duma. When working with debtors, they also often cross all sorts of boundaries, mimicking collectors.

Earlier, on the initiative of the same Vyacheslav Volodin, the requirements for organizations issuing microloans were tightened. All in order to protect people from fraud on the part of these structures and, for example, to prohibit them from entering into loan agreements secured by housing. But not so long ago, the notorious wild capitalism reigned in this area, the number of instant loan points grew, as it used to be - shoeing and undressing people of financial pyramids.

Silks and traps, placed everywhere on people, could entangle with unimaginable interest and deprive the latter. Everything worked according to the principle of thimbles, where some shout: “I twist and twist!” - and draw a raffle, others arrange an advertising crowd, others specialize in taking money and debt ...

Such organizations in their thirst for profit became the likeness of the Balzac Hobsek, profiting from human passions and needs, vices and calamities. These destructive pyramids to enslave citizens have also been shortened.

And of course, one should not forget about the responsibility of banks. They too must sooner or later have a human face.

After all, to be honest, in the banking sector, a bet has been placed on a person-borrower. They do not see a problem in the debt load of the population - on the contrary, the bank flywheel works to ensure that the population takes as many loans as possible. If retail educates its buyer, then the banks - the borrower, seating a person on loans, developing a kind of reflex that everything is possible and achievable, just reach out for the coveted loan, and what comes next, it’s better not to think.

If nothing is done, this speculative inertia can result in borrowers becoming potential serfs, who must be tied with money bondage for life and pass this curse from generation to generation. If you release everything on the brakes, then the banks themselves may well become new slave owners, and the collectors will be the overseers with a whip. All this will lead to the fact that numerous parasitic blood clots will form in the economic circulatory system, inhibiting the development of the real sector of the economy and terrifying citizens. What is this, if not the ghost of a serf and cannibalistic economy, pulling back to the chaos of the nineties? ..

That is, we are talking about a systematic policy of restoring order in the financial sector, aimed at responsible credit organizations, sensible citizens and civilized collection structures. So people and the country will get rid of unnecessary shocks, and a bunch of ghosts and spam from the nineties will be expelled from our realities. Do not forget about this moment of exorcism. Hence Volodinsky’s message on protecting citizens from “terror from the side of illegal collectors” is understandable ...
