Even if you take out its commercial (equipment) and political (the so-called deep traffic analysis, which, of course, will not work) components, even if we assume that the adversary is really ready to take and disconnect Russia from the Internet (forgive me, my institute teachers protocols of the ITT, such a ridiculous assumption). Does the law solve the problem of protecting the Russian network from disconnecting external channels and access to DNS (excuse me, excuse me ...)?

No, it does not solve. Because everywhere there is equipment produced by NATO countries.

Routers, switches, servers, hubs, cellular transceivers - we do not have ANYTHING, we do not even manufacture power supplies. We don’t even have cooling fans! Our electricity generators rotate the turbines of Siemens!

And if we assume that a NATO soldier is so malicious that he can take a cyber war against us, then why don't we assume that he first of all paralyzes all this equipment? Do you know what's inside there? Yes, in any processor of a modern computer there are mechanisms that allow you to manage it even without loading the operating system. Well, that is, all these laws, which are adopted out of fear (provoked by people with interests in business) - they do not work. Locks do not work, because that is the nature of the transmission of information in packet switching networks. In a circuit switching network, you can dam the channel. But you can not block the rain. Water will find a gap.

I have so many times explained it all, that my tongue hurts. Blocking IP addresses is the same as smacking water, because an IP address is just a collection of numbers and they can be anything. About the DNS is generally funny to say. Creating your own backbone infrastructure is a good, useful thing. Traffic exchange points in big cities are great, increasing connectivity is great, you want to put mirrors of DNS root servers everywhere - great. But, first, in order to do this, no law is needed. How not to need the law in order to build bike paths. And secondly, all this will not save the Russian network as long as it works on foreign equipment. That is forever, since we will never have any of our equipment.

But fears are hard to beat. For this you need to force yourself to go to a psychiatrist. And the legislator to the psychiatrist does not want. Therefore, Mark Zuckerberg says to the legislator: “If you want to regulate - regulate. Come up with the rules, and I will execute them. Because I'm tired of explaining to you how everything works. ” And Tim Berners-Lee and Linus Torvalds say to Mark Zuckerberg: “You'd better shut down your stupid Facebook at all, because it’s he who is the size and inspires fear to these people who do not understand anything. And on the Internet there can be nothing big, except the Internet itself. The Internet is a collection of small parts, and this is where its invulnerability lies. ”

In general, the situation is unhealthy.
