  According to the division of administrative levels, my country's highways are divided into national highways, provincial highways and rural highways.

Through the efforts of all parties, by the end of 2021, 124,000 kilometers of national highways will be built, basically covering prefecture-level administrative centers; the mileage of ordinary national highways will reach 258,000 kilometers, basically covering county-level and above administrative regions and border ports open all year round.

  Compared with the 2013 version of the plan, the total size of the "Plan" has increased by about 60,000 kilometers.

Among them, the net added mileage of national expressways is about 26,000 kilometers. The main skeleton of 7 capital radial lines, 11 north-south vertical lines, and 18 east-west horizontal lines has not changed, mainly due to the addition of 12 metropolitan ring lines and 11 parallel lines. With 58 connecting lines, 6 existing planned routes have been adjusted; the net mileage of ordinary national highways is about 34,000 kilometers, 101 connecting lines have been added, and 41 existing planned routes have been adjusted.

In order to strengthen the interconnection with neighboring countries, the "Planning" further optimizes the connection between the national highway network and the Asian Highway network and the International Economic Cooperation Corridor, and strengthens the connection with border ports and counties and cities.

For example, the connection of national highways has been added to important ports such as Ganqimaodu in Inner Mongolia and Ceke in Inner Mongolia.

  Wang Songbo introduced that in order to support the construction of a national security strategic barrier and a strong and stable modern border and coastal defense system, the "Planning" also focuses on the construction of national highways as the main body, connecting important nodes such as prefecture-level administrative centers in border and coastal areas.   According to the "Planning", all counties and cities across the country will be able to access ordinary national highways within 15 minutes, and prefecture-level administrative centers and cities and counties with a population of more than 100,000 will be able to access national expressways within 30 minutes.

  Shi Liangqing, deputy director of the Planning and Research Institute of the Ministry of Transport, said that although these urban counties with a population of more than 100,000 to be connected by national highways only account for 44% of the total number of cities and counties in the country, they carry 74% of the population, which can be better.   Wang Songbo said that the same-day round-trip from the provincial capital in the eastern and central regions to the prefectural city, half-day round-trip from the prefecture to the county, and the same-day arrival from the provincial capital in the western region to the city will be realized; the national mega-city and the national central city metropolitan area will be able to meet the one-hour commute needs.
