The policy aims to prevent people of determination from being abused, to enable people of determination, their guardians and their workers to deal with cases of abuse, and at the same time to enable people of determination to defend themselves in cases of abuse, and early detection of possible forms of abuse that may be directed to them.

The policy also aims to increase the national cadres specialized in detecting and dealing with abuse, and raising their efficiency in rehabilitating owners of anxiety at risk of abuse, in addition to providing appropriate forms of rehabilitation and programs for those who have been exposed to forms of abuse and disposing of their effects.

There are various forms of abuse to which people of determination may be exposed, such as deprivation of the basics of care, rehabilitation, and medical care, or recreation and community integration, or using them to bring in financial benefits that are not mainly spent on them.

The importance of politics comes at a time when the latest statistics indicate that people of concern are more vulnerable to forms of abuse than others, as they are from vulnerable societal groups, as the capabilities they enjoy compared to their peers may make them less able to defend themselves in cases of abuse, or lack Be aware of them when abuse occurs in them, such as cases of intellectual disability and autism, or their sensory deficiencies that hinder their sense of abuse, by seeing them or hearing them in cases of hearing or visual impairment.

The importance of politics also comes in the light of the psychological and emotional effects that abuse may entail in the long run, knowing that it is difficult to reveal some forms of abuse when it is done by caregivers or people close to those of determination, which do not leave any physical features.
