A zero-rate loan coupled with the public aid scheme for energy renovation MaPrimeRénov 'is launched to finance the sometimes significant remainder for certain low-income households, announced Thursday the Minister Delegate for Housing Olivier Klein.

Set up in 2020, MaPrimeRénov' aims to help French people renovate their homes to reduce their energy consumption and greenhouse gas emissions.

A zero-rate loan (PTZ) coupled with the public aid scheme for energy renovation MaPrimeRénov 'is launched to finance the sometimes significant remainder for certain low-income households, announced Thursday the Minister Delegate for Housing Olivier Klein.

“Today there are significant aids, a family which has for example 20,000 euros of construction site to switch from an oil boiler to a pellet boiler will have an aid of around 15,000 euros, it will depend on its resources, and there will be a remainder to be paid", declared the minister on RTL.

A device capped at 30,000 euros

"This remaining charge is important, 10,000 euros for some is impossible to keep, especially when we are the most modest and it is those who we want to help the best. We are going to set up a loan at zero interest, the eco-loan, and banks (...) from today are able to offer this loan, Banque Populaire, Caisse d'Epargne", he added.

Questioned by AFP, the ministry clarified that this PTZ is indeed a new device, that it will be capped at 30,000 euros and that it will be aimed at "all", whatever the resources, on condition of 'having previously obtained assistance from MaPrimeRénov'.

To obtain this PTZ, households can turn to one of the partner banks to finance the remaining charge, once the agreement of the National Housing Agency (Anah) has been obtained. 

Reduce energy consumption and greenhouse gas emissions

Set up in 2020 and led by Anah, MaPrimeRénov' aims to help French people, regardless of their income, to renovate their homes to reduce their energy consumption and their greenhouse gas emissions.

The Minister also announced the thawing, for families on the street, of the places reserved each winter for the “extreme cold” plan.

It is a device of 107 million euros, said the ministry to AFP.

"A child with his family sleeping in the street is unbearable. (...) Every evening (since the end of October, editor's note), there are 198,000 places open, we have decided not to delete anything. And that is 5.5 million euros each evening that is spent to accommodate these 198,000 people. Yesterday I asked the prefects to use the reserve funds + great cold + to be able to accommodate even more children ", a he said on RTL.

"We are working on new solutions, if we have to go to requisitions, we will have to go to requisitions. We are also working on the long term," he added.
