In February, the National Development and Reform Commission and the National Energy Administration jointly issued the "Planning and Layout Plan for Large-scale Wind Power and Photovoltaic Bases Focusing on Deserts, Gobi and Desert Areas" and proposed that by 2030, the total installed capacity of the planned and constructed wind and solar bases will be about 455 million kilowatts.

Combined with the scale calculation of the cumulative total installed capacity of wind power and photovoltaics in my country at the end of 2021 of 635 million kilowatts, to achieve the goal of total installed capacity of wind power and solar power reaching more than 1.2 billion kilowatts by 2030, the wind power base project will become the main source of new installed capacity.

The construction of the first batch of large-scale wind power photovoltaic base projects in desert, Gobi and desert areas has been accelerated, driving the planned investment in solar power generation and onshore wind power to increase by 202.6% and 13.3% year-on-year.

New energy investment potential is huge

"Investment in green and low-carbon fields will provide a considerable impetus for economic growth." Three major contradictions still to be resolved

  New energy power generation has the characteristics of randomness, volatility and intermittency. The large-scale integration of new energy into the grid will have an impact on the real-time balance of the power system. The comprehensive adjustment capability of the system is the key to affecting the development and consumption of new energy.

  How to build a new power system?

Zhang Lin, deputy director of the Planning and Development Department of the China Electricity Council, believes that a diversified and coordinated clean energy supply system should be built.

Speed ​​up the development of wind power and solar power generation, develop hydropower according to local conditions, actively develop nuclear power in a safe and orderly manner, rationally distribute and develop gas power in an appropriate manner, and give full play to the role of coal-fired power in ensuring basic supply, system regulation, and power grid security.

At the same time, continue to optimize the construction of the main grid of the power grid, improve the ability of large-scale optimal allocation of clean energy resources, speed up the transformation and intelligent upgrade of the distribution network, actively promote the construction of new energy microgrids, and ensure the local consumption of distributed power sources and diversified loads Flexible access.

  It is an important feature of the new power system to greatly improve the flexibility of the power system.

Zhang Lin said that it is necessary to increase the proportion of regulated power sources such as pumped storage, flexible coal power, and peak-shaving gas power, accelerate the large-scale application of new energy storage, optimize power dispatching and operation methods, and actively develop regulating resources such as virtual power plants and interruptible loads. , improve the power demand side response capacity, and improve the market mechanism to promote the consumption of renewable energy.

At the same time, the digitalization and intelligence level of the power system will be improved.

  At present, the proportion of new energy participating in the market has increased significantly year by year, accounting for about 30% of new energy power generation.

However, the market value of the green, environmentally friendly and low-carbon attributes of new energy has not been fully reflected, the synergy between the electricity energy market, green certificate trading and carbon market needs to be strengthened, the cost of auxiliary services needs to be eased, and the scale of green certificate trading and green electricity trading is limited.

Under the circumstance that the green value of new energy has not been marketized, how to participate in the market transaction of new energy needs to study the corresponding policies and market mechanisms as soon as possible to create a good market environment for the sustainable development of new energy.

  In terms of using the market mechanism to promote new energy consumption, Han Fang, deputy director of the Planning and Development Department of the China Electricity Council, suggested that electricity should meet the needs of safety, economy, environmental protection, and people's livelihood security. mechanism.
